MINUTES of the Meeting of the Parish Council Meeting held from 7.30pm on Thursday 24 August 2006, at Hurley Village Hall.

2   06131  OPEN FORUM

2,1  Hurley parking  Cllr Burfitt presented a Survey of Traffic Parking in Hurley.  Of 220 copies distributed, 93 were completed and returned, that is 43%.  Of  those surveyed, 91 thought there was a parking problem.  Shepherds Close had 80 copies distributed to houses and many may not have wanted to respond.  Copies circulated and provided to the Clerk.

The main problem area identified by 80s% is up the High Street to the Rising Sun.  Two thirds do not want double yellow lines.  Restrictions are required Saturday/Sunday in the summer.

Mr Ramsay reported parking was better than that bad Sunday in the hot weather.  Mr Ramsay had been putting 15 cones out on Sundays, they seemed to work and he still has the15 cones.  Various other residents are putting cones out and they seem to be helping.  Cllr Burfitt noted that this was with less parking.  That Screwfix sells 'no parking' cones for £9 each.

Cllr Jarvis asked how many cones would be needed to cover areas in Hurley including Mill Lane.  Mr Ramsay estimated 60 cones would be required.  Cllr Burfitt suggested if cones are used but it is found that they cause problems parking in side roads, then parking restrictions can be adjusted, unlike other systems.

Cllr Iles produced (i)  a large scale map of the village with proposed doubled yellow lines marked, for interest.  And, (ii) single yellow lines it should be noted have to have signage of which a copy was produced.  These signs have to be put at the beginning and end of each yellow line.  As areas of parking to be allowed are patches of roadway, there will be signs all over the village on walls or against walls or on 2.1m high poles.   

Cllr Burfitt confirmed that signs are not required for double yellow lines.  The Survey produced the view that no yellow lines should be round the Village Green.  But it also showed 10 or 12 stated Lovelace Close had a parking problem whereas Lovelace Close residents stated they did not have a parking problem, which of course was an anomaly. 

Cllr Jarvis on cones, asked if there were enough people to put them out appropriately.  Mr Ramsay said as it is for a limited time, this could be arranged.
Cllr Hill was concerned about Police not enforcing obstructive parking and suggested that a sign indicating "parking limited" be put at the entrance of the village.    On discussion, this signage was not considered favourably at this time.

The decision on yellow lines is going to be monitored.  Cllr Iles said Police do not see enforcing parking as a priority.  A resident suggested ordering yellow lines as it will take two years to implement and cancel them if the cones are found to be satisfactory but on discussion this was shown not to be possible as once commenced, the process cannot be cancelled.

Temple Ferry Place  Mr W Burgess and his wife attended the meeting  with Mr John Price their Architect.  Mr Burgess stated there were three example precedents of 9000 sq ft, 11,000 sq ft, as well as, Studio Cottage round the corner which was a 3 bed bungalow and is now a five bed roomed house.  The proposed new house is slightly larger and in 5.5 acres.  There are computer enhanced photographs of the proposed house which show that it is not intrusive.  Letters of support were provided for the Councillors attention.

Cllr Burfitt enquired as to the increase in floor area.  The Architect Mr Price stated the total area existing approximately 216 sq m and proposed 382 sq m.  The Footprint existing 110 sq m proposed 191 sq m.  The ridge height would be 5ft 1.5m above existing ie 7125 or 22/3 ft high.  The design took the area into account.  Cllr Burfitt noted the house is above the lay of the land and the ground floor is 4ft above the mean ground level.

The Old Boathouse. The new boundary wall built should have free passage for water and it does not.  The second wall is now 1ft above the ground and on discussion with the builder it does not have plans for flood water passage.  Cllr Iles suggested the wall may be a reserved matter.  It obviously should be built with holes for free passage of water as it is in the flood plain.  Cllr Iles offered to check this.  Cllr Burfitt checked the planning decision and there were no reserved matters noted also that the garage walls should be in the flood plan, Cllr Sparrow endorsed the walls should have changes to the plan to allow flooding to pass through walls.  The Clerk was requested to contact RBWM Planning as a matter of urgency.

The Chairman thanked the public for attending and closed Open Forum:  8.20  pm.     

3  06132  DECLARATION OF INTEREST   
Cllr Burfitt declared a personal interest in 50m of  boundary with Mr Burgess in Temple Ferry Place.  Cllr Jarvis declared a  personal interest,  non pecuniary, as a Trustee of Gilchrist Thomas Hall and attached house and Feens Barn. 

A Change of Order was proposed and AGREED (Unan) to commence with Temple Ferry Place, due to persons interested being present at the meeting and continuing with Hurley Village - Parking before returning to the order of the Agenda.
   
06/01873 Temple Ferry Place  Mill Lane  Hurley -
construction of a replacement three bedroom dwelling.   Cllr Burfitt and Sparrow attended the Site Visit viewing the property from the lane as suggested by the Architect.  Notes from previous Minutes on decisions attached to planning report. 
Cllr Sparrow commented that previous planning applications had been dismissed on the basis of overdevelopment in the Green Belt.  The design is a very good design for height/shape and structure but it is a substantial increase in size.  The precedents provided were in the village but not in the green belt.  Cllr Jarvis stated the expansion against the size of the original building was large but the design is better than the existing house.
Cllr Burfitt suggested to go to first principles;  that is the size precedent as it is considerably larger than the existing house and is against GB3.  Cllr Jarvis stated it is 80% larger than plans which have not been allowed;  which was agreed by Cllr Pratt.  The Architect read out part of the planning report from R A Newell, page 4.
The design is better than before but due to the size of the property, it was proposed by Cllr Burfitt and seconded by Cllr Jarvis (3 in favour, 2 against) then resolved  to OBJECT to the application referring to GB3/4.

Hurley Parish - Parking   Cllr Burfitt requested and it was AGREED that Cllr Iles and Mr Ramsay join the Council meeting for this item. Cllr Pratt suggested using 'no parking' cones. 

Cllr Jarvis:  on the use of cones, £600 would be required for cones.  Cllr Burfitt suggested that the HPC could find part of the cost, which was then seconded by Cllr Jarvis then resolved and AGREED (Unan).  The HVA, Mr Ramsay stated will also try to fund part of the cost.  It was suggested that 100 cones be acquired and Cllr Iles will ask if the Borough will fund and may be able to negotiate a decrease in price.
When the cones are used Cllr Pratt commented the cars may be pushed into Shepherds Close.  Cllr Burfitt commented there may not be another Sunday of hot weather and too many visitors for the next four years.  Cllr Sparrow suggested that using cones may cause the parking congestion problems to disappear over time as restricted and problems with parking would be a deterrent and decrease the number of visitors repeating their visits over a period of time.

Cllr Jarvis asked if there were any storage problems of cones but these will be kept by various residents.  It was suggested that the committee on parking return to the next HPC with any thoughts including yellow lines round the village green.
On request to speak by the Council, a Resident stated he thought there are two problems (a)  of the mass of parking, and (b)  in Mill Lane, a single lane track  where services are unable to pass parked cars and this is not just on a Sunday as parking obstructions are on-going.  Cllr Pratt commented if this is obstruction by the same cars, a case for the police can be built up.

4   06133   PLANNING REPORT     

CURRENT APPLICATIONS:  Site visits by Cllr Burfitt and Cllr Sparrow have been carried out prior to the meeting where appropriate.  Application list in order as on the Agenda:     
06/01365 FULL Courage Shire Horse Centre, Cherry Garden Lane:  Sphere of Mutual Interest in its change of use, copy paperwork.  No covering letter sent with copy of details by email in July.  Site visited, note the plans were unavailable.  Cllr Sparrow commented this was on the website report and it seems to have general approval.  The contentious part of the plan is the access which is not towards Hurley Parish.  The Development Meeting is next Wednesday.  It was proposed by Cllr Sparrow and seconded by Cllr Pratt then resolved (3 in favour, 2 abstention) to send a 'no comment' on this application.
06/01442 Bungalow at Knowl Hill Farm Knowl Hill Common - construction of a two bedroom detached bungalow following demolition of existing bungalow.  Councillors visited this site previously.  It was proposed by Cllr Burfitt and seconded by Cllr Sparrow then RESOLVED (Unan.) to SUPPORT this as the amended plan is basically the same the former Application.
06/01578  Fiennes or Feens Farm Bath Road, Littlewick Green - change of use of barns from agriculture to (B8) storage (retros).  Covering letter now received in August and estimated numbers of traffic required.  Site of three barns visited, not covering the plant equipment stored next to them which is the subject of an enforcement order.  Cllr Jarvis declared a personal interest and passed the Chair to Cllr Burfitt for the duration of the item. 
The email on traffic movement - 3.2 vehicles, was read out. 
Cllr Sparrow noted this was retrospective storing (a) classic cars, (b) clays for clay shoot (c) toys and that the barns are listed.  It was proposed by Cllr Sparrow  and seconded by Cllr Burfitt then RESOLVED (4 in favour, 1 abstention), to SUPPORT the Application (retros) storage in three barns from agriculture to (B8) with the informative: the storage by the barns of plant equipment etc. re Enforcement Order,  cc to Officers.   
06/01713 Ye Olde Bell Hotel Hurley High Street alterations in a listed building including removing 3 air extractor fans, doorframes replace archway, roof light, demolish side boundary wall, etc.  Site Visit was impressed with the quality of the work in progress.  The Air extractors in the dinning area, taking smoke out, to be removed and the wall has already been taken down re flood work.  Cllr Sparrow commented there seems to be a lot of plastering and re-construction being done, perhaps more than in the application and this is a Grade II star listed building.  A resident commented that the white ceiling should be black and was this being changed in other areas of the building.  The Site Visit met Mike England who is working on the bar area from English Heritage.  It was proposed by Cllr Burfitt and seconded by Cllr Sparrow then RESOLVED (Unan) to SUPPORT the application and it was further AGREED that emails should be send to check with Liz Long, Borough Conservation that alterations are being checked and agreed as the work is done.  Cllr Iles will be telephoning them tomorrow.
06/01728 Little Stubbings  Burchetts Green Lane  Littlewick Green  - erection of entrance gates and kerbside bollards to each side of entrance driveway.  Requested more information.  Site Visit.  Plans showing position of gates now supplied by Planning.  It was proposed by Cllr Sparrow and seconded by Cllr Burfitt, then RESOLVED (Unan) to SUPPORT the Application for entrance gates. 
Cllr Jarvis declared a personal interest in Gilchrist House and did not comment on the item, Cllr Burfitt took the Chair for the duration of the item:
06/01770 Gilchrist House Littlewick Green copy to White Waltham Council - detached single storey outbuilding.  Site Visit.  From the plans it is a modular structure and applicants explained that two windows overlooking the back property will not now be part of the structure.  It was proposed by Cllr Sparrow and seconded by Cllr Pratt, then RESOLVED (4 in favour, 1 abstention) to SUPPORT the Application for a temporary outbuilding, providing the new temporary structure will not now include two high windows overlooking neighbouring property.
06/01831 Tanmerack Cottage  Bath Road  Knowl Hill - construction of a two storey rear extension. Site Visit.  Cllr Hill knows the house and cant see any reason why the extension would affect anyone and suggested it is supported.  Cllr Sparrow stated it will be 2 storey and will make a better house.  It was noted the house to the east is only a metre away from the semi detached neighbour;  with one side window and an extension.  It was proposed by Cllr Burfitt and seconded by Cllr Sparrow, then RESOLVED (Unan) to SUPPORT the Application for a two storey rear extension.
06/01869 Halfway House  Green Lane Littlewick Green - single storey side extension and re-roofing existing flat roof garage with pitched roof.  Site Visit.  The flat roofed garage is in front of the building line which is planned to have a pitched roof built.  The family room is large and the house is large anyway. It was proposed by Cllr Jarvis and seconded by Cllr Hill, then RESOLVED (4 in favour, 1 abstention) to OBJECT to the Application due to:  INFORMATIVE:  The pitched roof on the garage is in front of the building line.  But, please note, Councillors were in favour of the family room.   
06/01889 Woodpecker Cottage Warren Row Road -  two storey side/front extension and open front porch.  Site Visit.  The other two planning applications were supported.  It was proposed by Cllr Sparrow and seconded by Cllr Pratt, then RESOLVED (4 in favour, 1 abstention) to SUPPORT the Application.
06/01906 Ashley Wood House  Honey Lane Hurley revision of consent 06/01734 single storey side extension.  Minutes April 2006; SUPPORT.  Changes to windows noted.  It was proposed by Cllr Burfitt and seconded by Cllr Jarvis, then RESOLVED (5 in favour) to SUPPORT the Application.
Tree Works
06/01677 Manor House Cottage Hurley High Street in a conservation area, to reduce height of a yew and two Lawson cypress in rear garden and reduce and trim sides of two yews and tip reduce an ash in rear of garden of Manor Lodge.  Site Visit by Cllr Burfitt.  It was proposed by Cllr Burfitt and seconded by Cllr Hill, then RESOLVED (5 in favour) to SUPPORT the Application.
06/01767 11 East Arms Place Hurley in a conservation area reduce a row of ash trees.  Site visit by Cllr Sparrow.  Concern was expressed that cutting the trees to the top of the fence at about 6ft might kill them and that these are screening trees.  It was proposed by Cllr Sparrow and seconded by Cllr Jarvis, then RESOLVED (5 in favour) to REJECT the Application as over pruning these significant screening trees, that is, to the height of the fence, reduces the screening and might cause the trees to die.

APPEAL DECISIONS
APP/T0355/A/05/1185375 Willows End Cottage  Bottle Lane  Littlewick Green  Maidenhead  Berks  SL6 3RY  Re 05/01363 dated 30/05/05 - a two storey side extension.  DISMISSED  Issue and Policy DP3 GB1,2,3 extension acceptable if not disproportionate and impact; 9 Reasons 3 other matters. 

ITEMS ON PLANNING 
Raised by councillors
Dell Cottages. Awaiting meeting to be arranged by Cllr Iles at RBWM with Mr Lunn, Cllr Joseph and Cllr Burfitt. This meeting hoped to be held/arranged before the next HPC meeting.               
Old Boathouse which has been rebuilt.  There is a perceived problem with two boundary walls being built and the garage.  There are no flood plan holes to allow free passage of water in case of flooding.  The garage has been build above the ground and it has been reported that landscaping would increase the ground level up to the garage with again no flood plan holes to allow the free passage of water.  The copy of the planning decision shows no reserved matters and these details should be passed on.  Cllr Iles also offered to check this.
EAST ARMS PLACE  Cllr Sparrow reported that foundations for the gates, electrics and key pad are now in place.  The HPC are very opposed to gate being put in place.  Awaiting more information from Mr Carey. 
GRUNDONS   no update from Knowl Hill Councillors.
WHITE WALTHAM AIRFIELD:  No update from the Chairman.
WWCC  Next meetings are at 7pm on Tuesday 19 September and 12 December 2006.
GRASSLANDS: Contact with new owners, planning application can be expected in April 07..
Knowl Hill site:  part of play area (5.12).  Cllr Joseph has contacted the Local Development Framework which were requesting suggestions and proposed developing the site.
The Bistro, Warren Row  Have received a premises license with late hours 14 days a year.  Cllr Hill noted Condition:   noise is not to be heard at the boundary of neighbouring properties.
RBWM Maidenhead Development Control Panel meeting next on 30 August 2006.

5    06134   CLERKS PROGRESS REPORT                 

*New items 

5.1) Parish Communications   There are binding services and the Marlow Bureau service includes heat binding for £5 plus VAT.  Preparing copies of the minutes.  BT line in to the Parish Office will only be transferred over when on line and can use Talk Talk, with no change to the telephone number.  The Clerk wrote to BT to request continuous usage of line to cut two months of waiting time.
Parish Equipment   The new laptop wireless system is the subject of a letter requesting a refundLetter received from IT Shop of acceptanceAwaiting credit note.  The new IT equipment part 2 has been discussed between the Clerk and Cllr Jarvis, will be acquired.  The printer has stopped working and one new cordless phone has melted, both need repair/replacing.
5.2)  Village Signs  Cockpole Green:  Village Sign  Delivery, invoice, fitting provided.   The Clerk checked and received an email that the sign has been designed and ordered, Monitoring. 5.3)  Parish Paths initiative
Oak Bench:  Sharon Winfield suggested the wooden bench to be positioned by the Thames. A wooden map of footpaths may also be positioned next to the bench. The two areas agreed for the bench to be placed are owned by Annabel Suva Nicol of Culham Court, Aston, Berks  RG9 3DL. 
The Clerk contacted.  Mr Paddy Nicol of Culham replied as the estate has been sold suggesting contact after February 2007 to the estate office. 
Metal bench: details of prices from Cllr Baker sent by the Clerk on to Parish Paths Initiative, £500 has been offered towards which ever bench is agreed ie the straight or much larger curved bench.
5.4) Road Warning Signage into Hurley:   The Clerk has written requesting reflecting triangular warning signs.  Graham Waite contacted; installation date not known. The Clerk checked and received email from Highways confirming this is in progress.  Email received querying order as not in the audit, details sent in answer.  Queried Philip Jacob;  not sure what is needed.
5.5)  End of Year Accounts  to be completed  Audit date will be end of September 2006.
VAT refund being prepared.  A new Internal Auditor will be returning the accounts by 30 August copies will be emailed and be authorised by Councillors by 31 August 2006.  It was proposed by Cllr Jarvis and seconded by Cllr Pratt, then RESOLVED (4 in favour, 1 abstention) to AGREE that as the original internal auditor has retired due to ill health and a new auditor has been found, that this auditor be authorised and the audit will be four weeks late.
5.6)  Listed Buildings  English Heritage has the details of The Hurley Manor and Poisson Duc requested to be listed.
5.7) Warren Row Notice Board - The Notice Board stored by Cllr Burfitt.  To be replaced outside Warren Row Church.  The weathering on the site includes wind damage and the site to the right of the church is more sheltered, The Clerk checked that this will not be a problem with the Church.  Mr Bolton will supply estimate to install Notice Board and clean up bench, paint with wood preservation.
5.8) Maidenhead Advertiser - Public Notices check Premises licenses and Hurley articles. 
5.9)  Benches   Oak Bench:   An additional cost for applying wood preservation, is required when the bench is fixed in place. The bench fixings to be made up at a cost of £20.00 plus VAT, to be obtained by Cllr Mrs Baker.   
5.10) BT Box - K6  Red Kiosk  Warren Row to receive replacement modern box from BT, application allowed by RBWM.  English Heritage contacted  re: two boxes:  at Hurley by the green and at Burchetts Green by the Crown, were originally listed in 1995 and one box at 7 Stars next to the A4.  Monitoring. 
5.11)  Play Areas - Knowl Hill   Paint from MDHA which will cover graffiti has now been acquired according to Mr N Achmed, contacting RBWM.  Monitoring, although its taking a long time.  The MDHA reviewed their accounts for invoices resulting in a credit received, checking £40 invoice for Paint above. 
From the Site Visit cost and supplier of all weather rubberised football surface from RBWM received.  Costs for simple goalpost acquired.
 
Agenda Item 9  PLAY AREAS.  Reported in the Clerks Report
Knowl Hill - Site Visit of Councillors at the Planning meeting, Tuesday pm reported on item 13. Play Areas.  It was proposed to:
Extend the rubberized surface to approximately 18 ft, approximately an extra 10ft.
Acquire an extra simple set of goalposts opposite those already there.
Replace the hoop which may be recoverable, above the original goal post.
Repaint the original goal/hoop play item and replace the two bolts which are missing.
The Clerk to cost the rubberized surface from the original suppliers, who may be RBWM.   
Estimate received by the Clerk from Lightmain Leisure £2,400.00 + VAT.
   
Cllr McLaren suggested trying to find funding through an anti social grant.  Cllr Baker also checking two sources of possible funding.

Cllr Pratt has a price of £150 each for the concrete barriers with a £100 delivery cost.
Gates:  Cllr Jarvis suggested fastening up one of the two gates to allow access through a  smaller space, using more fencing over the gate and raising the fence with netting.
The metal gate on the grassed kick about area still may be retrievable and security rehung.
Cllr Pratt reported the gate is still in the pit and Cllr Burfitt offered to help retrieve it. 
Cllr Addiscott on the grass kick about area suggested not to raise the fence or encourage  football so close to the bungalows. No change
Benches:  Cllr Jarvis stated it was agreed at the time that the two benches with timber lost  should have it replaced with hollow steel.  Cllr Addiscott said that prices are needed to repair  the benches and break them up.  But this may not need to be done, re 5.12.
It was AGREED to demolish one seat which was wood and replace steel on the other which has a steel back.  Mr Bolton acquiring an estimate to replace steel.  Cllr Burfitt and Pratt checking demolishing other seat - see Play Areas.

Cllr Burfitt asked, in May, who was going to do all this and was there a handyman who could be approached.  Cllr Pratt offered to try to find the hoop and Cllr Burfitt offered to help, if it was down the chalk pit.  Mr Bolton worked on Warren Row Church and has agreed to provide estimates.
Suggestion of plants against the fence to be actioned later in the year preferably after graffiti is removed.

6  06135  MINUTES OF PREVIOUS COUNCIL MEETING 
It was proposed by Cllr Burfitt seconded by Cllr Jarvis then RESOLVED (3 in favour, 2 abstentions), subject to a minor alteration, to adopt and approve the minutes of the meeting held on 20 July 2006.

06051 Parking on common land. The Common Land is subject to a Declaration under Section 193 of the Law of Property Act 1925 made by Dame Clayton-East in January 1937. There is a Declaration copy and plan and an official report with the Council, The Clerk is checking.  Cllr Hill suggested writing to Kidlington HQ and copy the local police on this legal position.  Cllr Joseph to draft this letter next month.

9.1 Knowl Hill  Items of concern listed at the end of the Clerks Report

9.3 RBWM Funding from PMP for play pitches - to be completed for Hurley and Knowl Hill play pitches.
9.4 Cllrs Pratt and Burfitt are finding a way to cut out one of the benches in Knowl Hill including the concrete base.  It was proposed by Cllr Jarvis seconded by Cllr Hill then RESOLVED (Unan) to authorise paying up to £100 for the play area repairs. 

10   06139  FINANCIAL REPORT     
It was proposed by Cllr Jarvis seconded by Cllr Pratt then RESOLVED (Unan) to AUTHORISE AND APPROVE the Financial Statement for 24 August 2006.  The monthly report can be viewed at meetings and be available for inspection on request.

Additions:

Village notice board to be fitted
Benches and Notice boards to be cleaned, painted with wood preservative

Bench to be repaired in Knowl Hill Play area estimate by Mr Bolton.

11.2 RBWM official opening of Hurley Lock Canoe facility on Tuesday 22 August
11.3 TV Police invitation to a briefing on jointly funded PCSOs on 4 October. 
Councillors were interested in attending the meeting.  Discussed that Police attendance at the  next HPC meeting is being requested.

13   06142  HIGHWAYS FOOTPATHS AND COMMON LAND
13.1  From July:  The Ramblers Association re Hurley FP.17 survey:  with map showing item 11 where path is narrow and bounded with barbed wire. Emailed Councillors.  Discussed. 
13.2  Public Rights of Way 2006 edition from RBWM. Information, to Cllr Burfitt.
13.3  Cllr Burfitt cut back the hedge over the Henley Road.

Two tickets for White Waltham open day were distributed. 
The Guide to improving Local Environment  covering eg litter and law, by ENCAMS supported by DEFRA, with Cllr Pratt.

06087 Parish Path Initiative
. Cllr Burfitt expressed interest in wooden boards for footpath maps by the river. To be reviewed.  See item  5.3 Oak Bench position.

        Other items from Minutes April 2006:   
06111 Maintenance:  Highways have NOT replaced the SLOW sign painted on the  A4 eastbound, to the west of Burchetts Green Lane.  The Sign on the side of the road  at that point has had overhanging branches cut.  Clerk monitoring.
