MINUTES of the Meeting of the Parish Assembly followed by the Council Meeting held from 7pm on Thursday 29 April 2007, at Hurley Village Hall.

4)  07044  ANNUAL REPORTS:  Annual Parish Assembly Chaired by Cllr Joseph.

4.1)   Clerks Annual Report on the proceedings of the Parish Council during the past year was read out by the Clerk.  Copies of the full report provided and filed.  On the proposition of Geoff  Hill, seconded by Mrs Sandra Baker it was agreed (Unan.) to adopt this report, and to thank the Clerk for her work during the year.  The membership of the Council has not changed 2006/7.  Parish Elections are due on both Wards.  The internal Auditor will be Mr Geoff Weir and external Hacker Young.  There has been 13 full Council Meetings around the Parish.  Open Forum has been attended by as many as 40 people, raising a variety of issues pursued by the Council wherever possible.  Details on such items as Section 106, PO closure, Traffic problems and parking, Police cover and highways and footpaths, play area equipment and Government Policy.  Grundons Liaison meeting on the Star Works waste disposal tip and White Waltham Airport consultation committee.   
A considerable amount of time is spent on Planning Applications and there is involvement in the Planning Stakeholders Group and attendance at Development Meetings.  Developments include monitoring large developments such as Grasslands office, to in a Conservation area, flood plain and Green Belt, tree works, house extensions and Site Visits, which are a policy to see the full impact, comments are backed up by relevant planning policy.  The Play areas are benefiting from increase equipment and Braywick Heath Nurseries are now maintaining the Knowl Hill play area.  We have been fortunate to receive two donations from Bentley Film Productions filming Midsomer Murders.  The Parish Path Initiative have supported two new benches to be installed.  The Ramblers Association work within the Parish is recognized and appreciated.  The Parish Councillors gratefully acknowledge the work of the school Governors and Charities, Reported at this meeting.  The 2nd edition of the Millennium 5 villages book continues to sell.  The Parish Council has its own website  and can be contacted by telephone or email.
IN CONCLUSION  please note the Members of the Hurley Parish Council are unpaid volunteers working on behalf of the community and appreciate Parishioners participating in Open Forum held before each meeting to promote Democracy at the grass roots.
4.2)  Reports from Parish Council Representatives on the Governing Bodies of:
4.2.1) Burchetts Green C. of E. Infant School.   Governor attending, Cllr McLaren read out the report;  copy filed.   The Ofsted Report, the first in six years, found the school 'Outstanding' with the STATS results substantially above the national average.  Under Fay Coppins leadership with the support of the parents and the children.  The school achieved a Healthy School Award in July.  A rich variety of visits and speakers were enjoyed as well as the out of school club including activities and football.  The school has a full complement of 10 Governors and a healthy waiting list. In CONCLUSION, on behalf of herself and fellow governors Cllr McLaren thanked HPC for its continued support. 
Cllr Joseph thanked, on behalf of the Council, the school and Governors, including Mrs Kim McLarens reading of her report, for all their hard work to keep the high standard school and to increase its potential.  On the proposition of Mrs Sandra Baker, seconded by John Addiscott it was agreed (Unan.) to adopt the above report, and to thank Mrs Kim McLaren officially for her continuing work on our behalf during the past year.
4.2.2) Bisham C. of E. Primary School.  Governor resigned; copy filed. Sent by Mr Jim Cooke for the Board of Governors.  There are 125 children drawn from a wide catchment area.  Two students one being Nick Clark gained his Trained Teacher Certificate and Nick Clark has joined the staff.  Exam results were good and a number of children gained their 11+ for schools in Bucks.  24 children traveled to Frascati , Italy for an exchange visit, their experiences were 'fantastic' .  Pupils visited York activities including a live dig for fossils and visiting Jorvik.  This year new initiatives include revised Literacy and Numeracy strategies.  Peer mediators operate to resolve disagreements in the play area and peer massage helps settle children to work.  A quiet reflective garden where children worked with a garden designer has been created.  Waitrose sponsors a special table, dressed, with treats rewarding children for good manners.  Other activities include a dance festival, African drum sessions, Swanupping, Philosophy lessons, an artist and maths masterclasses, and a morning coffee for parents, trips and in CONCLUSION wished to thank community partners.
Clifford Joseph and Councillors noted that the School is running very well and thanked Mr Jim Cooke, for the report he sent to the meeting, for all the hard work during the year and to Mr Furneaux retired Governor. On the proposition of Mrs Kim McLaren, seconded by Geoff Hill it was AGREED (Unan) to adopt this report.
4.2.3) Knowl Hill CE Primary School.   Governor resigned;  copy filed, by the Headteacher, Julia Paradine which was read out.  The pupil numbers were up to 75 doing very well with the STATs tests.  All 13 year 6 pupils made a successful transfer to their secondary education.  With the support of staff and governors, school visits included Odds Farm and Museums with expert eg actors and writers working with pupils.  A group of 30 spent a weekend on the Isle of Wight joining activities such as caving and go-karting.  The annual fete was a joint event raising a significant amount for the school and enjoys a close relationship with Knowl Hill and St Peters Church with Rev Pam Gordon attending weekly.  Developing the Victorian building and new car park constructed with help from Mr Simon Dickens and Mr Nick Clark.  Work continues on reinstating an outdoor climbing frame, new equipment and a gazebo as an outdoor classroom.       
Clifford Joseph thanked Julia Paradine for the very comprehensive report. On the proposition of Clifford Joseph, seconded by Mrs Sandra Baker it was AGREED (Unan.) to adopt this report by Julia Paradine, as Governor Mr Nick Clark had resigned.

There was a request to the HPC if there are Councillors willing to be a school Governors.

4.3)  Reports on the work of Village Charities:  were unavailable due to technical hotmail difficulties.  A Notice will be posted on the Parish Notice Boards and copies of the reports made available, as well as entered in the Minutes as  a file note.
     
4.3.1) Hurley Relief Charity.  File Note: Copy Filed.  Report by Valerie M Charlton.  Formed from several small charities in the 1880s with five Trustees, paying £20 and £25 a year to eight pensioners.  Interest received quarterly at £27. The Trustees hold fund raising events and a donation of £250 was received with thanks from the Littlewick Green Society.
Clifford Joseph, on behalf of the Council, thanked Mrs Charlton for her report which had been acquired late, and wished her well noting that due to traffic holdups Mrs Charlton had been unable to attend this meeting.  On the proposition of Clifford Joseph, seconded by Mrs Sandra Baker it was agreed to adopt this report, and to officially thank Valerie Charlton for her work during the past year.
   
4.3.2) Shottesbrooke and White Waltham Welfare Charities.  File Note:  Copy Filed of Accounts.  Report by Mr Louis KunzigDonations from the Duell & Hawes Charity paid out to Students and for school trips;  from the Welfare Charity for Xmas Benefactions and expenses. 
Clifford Joseph, on behalf of the Council, thanked Mr Kunzig for producing his very complete Accounts report.  On the proposition of Clifford Joseph, seconded by Geoff Hill it was agreed to adopt this report which had been acquired late, and to officially thank Louis Kunzig for his work during the past year.

4.4)  The East Berks. Ramblers Association, by Margaret Bowdrey, President, sent a letter which was read out.  Copy Filed.  Surveys cover 21 paths and all other paths were inspected by members of the public, updating a database.  Path wardens have carried out clearance work and the RA  repaired wood/earth steps on FP.47.  RBWM replaced 27 stiles with gates and we hope this will continue despite staff cuts.  We regret Nick Clark leaving, Andrew Fletcher will now be full time but there will only be two full time and one part time officers. Unofficial path diversions need resolving to update the Definitive Map.
The Millennium Walk between FP18 and 20s draft agreement with BCA is being studied; to be opened later in the year.  This will be the first Path Improvement Scheme approved since 2005.  The proposed bridleway link between Rose Lane and Hodgedale was a 'priority for action' in 2002 and a Modification order in 2004.  The last claim took 9 years to determine and are working to resolve this more efficiently.
Clifford Joseph, on behalf of the Council, endorsed the Councils thanks to the Ramblers Association. On the proposition of Clifford Joseph, seconded by Geoff Hill it was agreed to adopt the report and officially thank Mrs Bowdery for the work carried out by the Ramblers' Association during the past year.

   AGENDA   OPEN FORUM  - FORMAL PARISH MEETING

2 07046  OPEN FORUM
 
Mr Watson of Broadoak was able to provide the original area of the house from 1947 to be 154 sqm, footprint with changes 55 sq m.  The planning guidance was 77 sq m and  appear to be sticking to 50% guideline.
Q: To clarify, size changes depends on each case, for example, two up and two down can be 100% increase to allow modern living area but also depends on the impact on the green belt and on the roadway.

Mr Hayes of Goulders Farm, was requiring to move the change of use from one barn to another, in exact Sq m and Cllr Iles has noted this application to be called in.

Mr R Burfitt on the Old Boat House. 
The Planning Application (Retrosp) A solid wall 2.1 m is being built and the garage which will affect the flow of water on to Mr Burfitts property.  There is going to be an Appeal against the planning decision.
Cllr Addiscott had viewed the property and the wall in front and on the side is close boarded.  It is a replacement but the old fence was made of metal wire and cast iron spikes 2ft high.  Cllr Mrs Baker and Cllr Hill also visited the site.  Mr Burfitt asked if the Council could do any more.
Q: Cllr Addiscott suggested reporting objection to the 6 or 7ft high fence along the riverside bank which has a 1 m limit.  A boundary fence can be 2 m high.  Can check the permission for wording on fences, if there is any. 

Dr Eddow  of Dairy Cottage stated a local has driven her car and parked it on a private road for some years to walk her dogs.  Dr Eddow stated he wanted to discourage people driving on his private road.  But it is a through passage where villagers have used and walked that road track for many years.  On contacting interested parties, Dr Eddow has put gate posts up, with no gate, and a notice to show it is a private road as he does not want cars to use it from Mill Lane.  Dr Eddow has left room to walk or bicycle on one side of this track. 
Mr R Burfitt stated that if a 'private road' notice is put up that the concern is it legally stops the right to walk it and, in the circumstances, this should be protected.
The Water Board owns part of it, from the bend up to Dr Eddows property at the cattle grid.   Over Easter 30 cars drove down it when approached by Dr Eddow were abusive.  Any gate installed if locked requires keys to be provided for users.   
HPC suggested the only way to protect the use of the road is to apply to the RBWM for a designated public footpath from Mill Lane to the bend, where it joins the existing footpath, as this has been used for over 20 years.  There has been no indication that it is a private road for over 40 years.  Cllr Hill checked that the space for walkers was 1 m wide.

Mr Ramsay from the Hurley Village Association, noted cones put out seem to be working to restrict parking.
Mr Ramsay on his Planning Application, has listed building consent.  Planning stated although he has paid rates on the building separately, planning and rates are not connected.  In planning terms it cannot be sold separately but is rated separately. 
HPC agreed that planning and rates were completed separate and it does cause problems
.
In Planning terms a separate dwelling has to be occupied for four years.  This is ancillary to the house and a certificate of lawfulness can be sought.

Mr C Westacott of Fiennes Farm,  noted that access to the A4 is in Hurley but, from the Electorial Roles, Mr Pickering of  the Lodge is in White Waltham.  A File Note to this effect is to be added to the Minutes 29.3.07.

07/00770 Goulders Farm Buildings Warren Row Road Wargrave Reading RG10 8NT - change of use of Building 1 to General industry (B2), southern part of Building A to Storage (B8) and reversion of northern part of Building A to Agriculture.  Site visited recently and known to Councillors.  HPC supported the last application.   It was proposed by Cllr Sparrow and seconded by Cllr Pratt then RESOLVED (Unan), to SUPPORT the Application.
07/00904 Broad Oak Burchetts Green Lane Maidenhead SL6 3QW - construction of two storey side extension (including double garage) rear conservatory, new vehicular access and boundary treatment.  Site Visit.  The proposed external fencing and gates are situated above the road on the top of a bank  It was proposed by Cllr Jarvis and seconded by Cllr Baker then RESOLVED (7 in favour, 1 abstention), to SUPPORT the Application, conditional that the fencing and gates do not exceed 2 m from the road level.
07/00718 Henley Advertising Ltd The Tilehouse Warren Row Road Warren Row Reading RG10 8QS Two storey side extension  renewal.  No site visit possible as the Applicant was away.  It is a Renewal which was Supported by HPC.  It was proposed by Cllr Addiscott and seconded by Cllr Mrs McLaren then RESOLVED (6 in favour 2 abstentions), to SUPPORT the Application.
CURRENT APPLICATIONS DELAYED - applicant being away and Site Visit was not possible.  Requested planning officer for an extension of time.

07/00839 Tamarisk New Road Hurley Maidenhead  SL6 5LN - in a Conservation area notification to fell a Sycamore reduce the height of a Silver Birch and prune to reshape a Magnolia and a Yew.  Reviewed by Cllr Mrs Baker.  The Sycamore was self seeded and near to the house.  It was proposed by Cllr Mrs Baker and seconded by Cllr Hill then RESOLVED (6 in favour 2 abstentions), to SUPPORT the Application.

EAST ARMS  monitoring unfinished development items. Enforcement notice has been sent to take down the gates and the lock on the walk through. The gates are still in place.  More reflecting markers required on posts outside re Cllr Iles.
GRUNDONS  Liaison Meeting letter 19 March 2007 from Mr R Skehens agreeing to proposed meetings, suggesting being an attendee. The Clerk to confirm.  Councillors at Knowl Hill to arrange it at the Village Hall.
WHITE WALTHAM AIRFIELD:  The Chairman attended the last meeting.
Minutes for 3 April 2007 received included item 9 on Forthcoming events.  Next meeting at 7pm on 10 July 2007;  next council to appoint representative.
There had been an increase in complaints in Burchetts Green, overall numbers recorded were small.  Aerobatics later, the circuits have not changed, being monitored.  There are objections about the new Hanger.  The Airfield are allowed to put up Hangers, as long as they apply to the RBWM on siting, as they have permitted development rights.   
GRASSLANDS:  at the Development Control Panel Meeting, see below. 
Old Boat House   The fences erected are 7ft high along the riverbank and near the east and west borders these are solid and appear to make no provision for flood waters.  It was proposed by Cllr Addiscott and seconded by Cllr Jarvis then RESOLVED (Unan), and AGREED for the Clerk to write to Enforcement with objections.
Dairy Cottage: Cllr Addiscott will be taking out application for a footpath 70 to 100 ft long from Mill Lane to meet the existing footpath along the side of the private track. 
RBWM Maidenhead Development Control Panel meeting on 11 April, Grasslands Lighting and Landscape Conditions.   Next meeting on 30 May 2007 in, Town Hall Maidenhead.  Cllr Sparrow reported lighting schedule was objected to and Cllr Iles proposed refusal, it was deferred.
Please note the Development Meetings are held on 11.4.07 then 30.5.07 and 27.06
because of this change in their timing, our proposed 4 weekly Parish Meetings are now one week before the Development Meetings.
Item on meetings:   Suggest that the next Council arrange that the APAM should have a speaker and perhaps refreshments.

5    07049  CLERKS PROGRESS REPORT 
Metal bench:
The Clerk will check prices for plaques.   
Mrs Miller expressed interest in the use of the common land including anti-heron fencing for the pond and notices to request owners to clear up dog fouling where children feed the ducks but does not want dog foul litter bins on the common land.
5.4) The Clerk requested to provide prices for dog foul litter bins and cleaning contract.  SDKs contract with RBWM is finishing, their prices are £250 per bin and £300 a year to clean one bin every week. Cllr Joseph reported Burchetts Green would also not want dog bins.
5.5)  End of Year Accounts 2006/7.  The Clerk is preparing information requested and accounts for the internal auditor before arranging a 1 hour meeting. 
5.11)  Play Areas   re  Agenda Item 9  PLAY AREAS 
06134  Knowl Hill - Site Visit of Councillors reported It was proposed:
Extend the rubberized surface to approximately 18 ft, approximately an extra 10ft.
Acquire an extra simple set of goalposts opposite those already there. 
Cllr Jarvis suggested fastening up one of the two gates to allow access through a smaller space, using more fencing over the gate and raising the fence with netting.
Cllr Addiscott on the grass kick about area suggested not to raise the fence or encourage  football so close to the bungalows. No change
07050  PLAY AREA Update:  Hurley: The two ramps for the ariel swing and that for the slide are rotten and need to be replaced as well as the top and the ramp for the slide, previously authorised last month. 
Play equipment in Financial Item 10 Section 106 funding.  Report on costs for Knowl Hill under Item 9 Play Areas.

8    07053   CHAIRMANS INFORMATION REPORT  - 
items in the Planning Report.
Post Offices to be closed in Berkshire:  2400 to be closed in the UK.  The Clerk wrote to PO Customer Care and the independent assessors requesting they do not shut the last two POs in Hurley Parish.  Response closed the request.

Knowl Hill Play Area:  Cllr Mrs Baker obtained costs of combination goal and ballwalls, report and illustrations supplied.  Copy report as below prepared by the Clerk and Cllr Baker presented:

Note informed play areas require two gate entrances for health and safety; not costed.

(1)   would probably be able to bolt the original together for a nominal price.
(2)  they make their own equipment and are recommended by RBWM. 
(3)  they are the only company who can supply a stand alone ball wall
(4)  and soft or hard netting above fences to help catch high kicked foot balls.

Booked Lightmain to visit site and indicated a proforma order, delivery one week, subject to installers as equipment is in stock.  Perhaps a little more delivery cost.

Cllr Mrs Baker stated that Lightman Leisures website was professional and acquisition of the combination goal ballwall was preferred, that using one Company to install the system should minimise problems.
It was proposed by Cllr Mrs Baker seconded by Cllr Jarvis then RESOLVED (Unan) to AUTHORISE and APPROVE the above report, that the Clerk to arrange a future site visit by Lightmain obtaining their estimate and order of play equipment £10488, as well as, the use of some extra funds.
Hurley Play Area Cllr Addiscott had reservations on the Youth Shelters clear pane which may be subject to damage but this had been made of a very tough substance which was shatter proof. 
The work of Mr J Bolton at the Play area was approved of as of a high standard.

10 07056 FINANCIAL REPORT 
It was proposed by Cllr Joseph seconded by Cllr Sparrow then RESOLVED ( Unan ) to AUTHORISE and APPROVE the  Financial Statement

The monthly report can be viewed at meetings and be available for inspection on request.

Bench to be repaired in Knowl Hill Play area awaiting estimate by Mr Bolton.

Tax on the Internet PAYE and NI ame ded; £150 credit awarded.
Insurance of Trees:  delayed re Cllr Burfitt additional estimates.
Section 106 list at RBWM:  changes suggested.   Knowl Hill School and Burchetts Green School requirements will be checked and reported by Cllrs Mrs McLaren and Joseph.
 
07056 ANNUAL INSURANCE POLICY AND REVIEW OF PARISH COUNCIL RISK ASSESSMENT.  The Allianz insurance policy was reviewed in relation to the Risk Assessment report, copies circulated by the Clerk.  It was proposed by Cllr Jarvis seconded by Cllr Joseph then RESOLVED (Unan) to renew the insurance policy authorised last month and approve the risk assessment with updated figures, as identified risks were covered and new items have been entered in the schedule as appropriate.  It was noted that the benches listed should be monitored and checked noting new benches are to be installed.

11  07057  CORRESPONDENCE  Items received, not covered elsewhere:
11.1 Countryside Service notices for Notice Boards.
11.2 Communities and Local Government revised Model Code of Conduct SI 1159.  To be adopted by Hurley Parish Council within 6 months.  Present Council will sign old copy.  Diane Hills will come to explain the new code if required.
An Additional item on Declassification. Reply end of April. RBWM from the Police; HPC support it. 
Milestone Report: not received this month.
 
12  07058  HIGHWAYS FOOTPATHS AND COMMON LAND
Common Land along A4  has had conifers planted which will become too near the road to allow walking. Cllr Jarvis will be pursuing this.  It was AGREED that clumps of native trees on the patch of land would be better and allow access.  Cllr Mrs McLaren suggested that speaking to the owners of the common land may be helpful.
Bus Shelter Opposite the Shire Horse Cllr Jarvis noted the Littlewick Green Association asked if the Parish Council would take responsibility for it, but this was not agreed to.
Access into service road to the A4 behind the Telephone Exchange leading to a field for horses.  It may be an agricultural access but it seems to be a smart drive.  A Site Visit was AGREED.
06191 A4 Roadworks  40mph has been installed. The Slow sign has been painted on the road before the Burchetts Green turn off the A4 as arranged by the Clerk but also requested Cllr Wood that it be included in the A4 roadworks.
Speed Limit  Cllr Addiscott suggested that it would be sensible to change the speed limit on the A4130 Henley Road to 40mph.  At the moment this area changes from 60mph to 40mph to 20mph.  It was further suggested to decrease the speed limits on the roundabout and along Burchetts Green Lane and the Hocket.
Cllr Hill reported that Mr Bye of Choseley Road is concerned that the 40mph speed limit on the A4 is causing impatient drivers from Grundons to overtake in a dangerous manner.  As the 40mph limit is new it may take time for drivers to become used to it.
Rose Lane resurface repair date for works requested by the Clerk and received a positive response, to a Site Visit by email, to be arranged for Cllr Burfitt.
Hodgedale Lane and Star Lane  cycleway  The Clerk requesting site visits but Nick Clark has left.  Email response from the Clerk.
Car on A4 advertising:  The Clerk contacted Enforcement to have it removed.  It was broken into and Enforcement are actively pursuing non reappearance. 
Reflectors at East Arms Place on posts.  Cllr Burfitt requested more to be put on the posts.  Cllr Iles was able to arrange for those already fitted.  The Clerk to contact Cllr Iles.

13 07059  URGENT ITEMS FOR DECISION/COUNCILLORS ITEMS OF INTEREST
Trees at Warren Row.  RBWM awaiting response to finding the owner of the land.
Leaning tree Cllr McLaren reported a tree leaning over the A4 before the Jubilee Road on the grass verge.  The Clerk contacted Highways, response received. 
Chairman  Cllr Joseph will not be standing again and suggested that a new Chairman be considered by Councillors.
Police Rollover  Cllr Mrs Baker reported on the meeting on 25th at the BCA, attended by Cllrs Baker, Burfitt, Sparrow and the Clerk.  There are going to be two PCs and two PCSOs working in the Parish.  There had been a surgery at the school and the next drop in day would be in Knowl Hill Village Hall on about 2 June 2007, any advertising in the Parish including notices in the Notice Board would be appreciated.  Suggested date for Hurley Village is 7 July 2007.
Parish Conference Cllr Mrs Baker asked if there were any items for the agenda.
Planning Stakeholders.  Cllr Joseph commented that he had missed the last meeting.
Cllr Mrs Mavis Connell is still in hospital but will be returning home and it was suggested and AGREED (Unan) for the Clerk to send flowers and good wishes from the Parish Council to her home on her return.

Next Meeting  7.30pm  ACM and Parish Meeting, Thursday 24 May 2007 at Hurley Village Hall.  Proposed meetings to be confirmed at ACM.
Next Parish Conference:  7pm on 14 June 2007, venue to be confirmed, Town Hall,               Maidenhead, and 10 October 2007 at 7.00pm
