HURLEY PARISH COUNCIL
MINUTES of the Meeting of the Parish Council Meeting held from 7.30pm on Thursday 29 March 2007, at Hurley Village Hall. PRESENT: Cllrs Clifford Joseph (Chairman), Mrs Sandra Baker, David Burfitt, Mrs Mavis Connell, David Jarvis (Vice Chairman), Geoff Hill, Mrs Kim McLaren, Tom Pratt and Harry Sparrow. Mrs Chrissie Robinson (Clerk) 11 Members of the public and Ward Cllr Iles.
1 APOLOGIES FOR ABSENCE Cllr John Addiscott away on business. Cllr David Burfitt may be delayed and will arrive as soon as possible. .
2 07027 OPEN FORUM Mr W Burgess of Temple Ferry Place noted there is a report from planning provided by Cllr Iles on the proposed new house. Mr Burgess read out details including that it is energy efficient and should be compared with the existing house. The increase in footprint is 7%; the roof is 300mm (1ft) higher; floor space has increase from 193 to 261 sq metres that is 35%. Mr Burgess pointed out that there are local sites where additions have been larger. Cllr Iles reported that due to early receipt of details, that planning officers recommended approval and it is going to Committee.
Mr and Mrs McGirr of Beaumont spoke about the planning approval for an Annex. This has approximately the same footprint of the current garages. The first floor will be the living space. In total 76 sq metres more which is 10%. It is connected by a walk way. The Planning Officer noted it is important that it is connected. It does not overlook any neighbours. Cllr David Burfitt arrived at the meeting. Q: Is it a study or a bedroom. It would be a 2nd bedroom. Q: Why install a balcony. To be used for more room and space for walking about in. The person using suffers from ill health. Q: Noted that there was a planning application which was approved in the past. This was for an extra 60 sq metres to the main house in 1997 but was not built. Q: From the Site Visit, it was noted that the floor levels are as at the moment not raised higher.
Mrs Frazer of Temple Lodge attended with her husband, to comment on Road Safety, after the two recent fatalities on the Henley Road. Sympathy was extended to the families and friends of these people for their loss. Mr and Mrs Frazer have been in the property for 13 years but the last two years speeding passing traffic has become a problem which has been reported to the traffic police, RBWM and other concerned authorities. Joining the roundabout when other traffic is moving at high speed is dangerous, on a daily basis. Motorcyclists in groups, leaning right over the side of their vehicles are using the road as a race track. A 60mph speed limit is not helping and request the Council for aid in reducing the danger on this roundabout and road. Q: What would be a solution, suggested that a letter can be sent listing all the points. A truck was seen where a 5 gallon oil drum was being dribble emptied over the road to practice on. The police were called and attended then. As to a solution; the speed limit lowered and police presence in at area. The traffic police have been made aware of this. On Saturday and Sunday pm groups can be seen out of their cars, watching each other drive through. The drivers leave the A404 with a motorway mentality and by driving through the roads and from Bisham, a circular pattern can be driven. There is too much road on the roundabout and decreasing the space is a major road works but just using painted areas to create lanes may not work. It has been suggested that after finances have been put in place something may be done.
Mr Pickering of Fiennes Farm Lodge on traffic and storage. The storage area is not in Hurley Parish but the access to the A4 is in the Parish. Mr Pickering was concerned about unauthorised use of agricultural land as a commercial haulage site. An Enforcement Order now has an Appeal to be heard 1 May 2007. There are 28 commercial vehicles now with extended movement over 24 hours, 7 days a week. Q: Access is in Hurley, Fiennes Farm is in White Waltham and the Lodge; the Barns are in Hurley. File Note: It was later established that the Lodge is in White Waltham. Wording above amended, note in the Minutes 26.4.07. Mr Pickering requested HPC to visit the site and support the objection to this license and Appeal to ensure the objection stands. The change of use of the land from agriculture to storage included changes to be made, but this has not been done, including the Bath Road increase of vehicles turning area and parking. Also areas outstanding should not be used. None of which has been adhered to. The Planning Application consent, dated 4.9.06 (re Mins Planning Aug 06). Enforcement is for vehicles use. Q 1 Planning should be White Waltham Parish Council. 2 Cant object to application of operators license as limited to people whose lives are affected. The Parish Council is not affected and cannot speak for residents. The HPC can write but they wont take any notice of PA with Enforcement. Suggest Mr Pickering should object as he has standing due to his living at his property being affected. Cllr Iles: Mrs Penfold was aware of this situation. Will try to find out about the application of this licence.
Mr C Westacott of Fiennes Farm The Planning Application at Fiennes Farm consent 4.9.06 on change of use of Barns storage for Classic cars, toys and fishing equipment. There is very little traffic to these barns. The Public Hearing relates to the Farm Yard for storage of equipment. Maintenance plans have been submitted to widen the entrance.
Mr Pickering stated access to the Barns amounts to 100 movements a day. Mr Westacott suggested just to the Yard not to the Barns, not many to the Barns. Q How many movements to the Barns: Mr Westacott suggested to the Classic cars 2, Toys 2 and Goods 4 a week with occasionally a large lorry for goods.
Mr McLaren of Old Cottage Application to extend the kitchen including knocking down an outside loo and replacing it with a square extension. There is a problem with the oil line and as this has to be dug up on that side doing the extension at the same time seemed sensible.
Miss N Mellors of The Warrener The stables block are for the use of two horses and a pony on a five acre paddock where an area by the garage could be used for the construction. The stables will be in wood and include tack room etc and the entrance to the field is existing through the drive. The ménage is for training the horses everyday and is not floodlit. The only light would be from PRI at the stables. Q: Is this for commercial use. This is for personal use, one of the old horses will be replaced by a foal bred from their horse.
A4 Roadworks: Cllr Iles provided a copy of a memo detailing that the Police objected to 40mph as it was suggested that 50 mph was the natural speed of that size of the road, they suggested 45mph. At the meeting on Monday, it was settled that the speed limit would reduce from 50mph with areas of the road at 40mph with hatched lines and signs by Coronation Road and Jubilee, that then the police will not object to this decrease in speed limit.
The Chairman thanked the public for attending and closed Open Forum at 8.20pm 3 07028 DECLARATION OF INTEREST Cllr David Jarvis declared a Personal interest, as neighbours to Mr and Mrs Westacott and Trustee of Gilchrist Thomas Village Hall, Littlewick Green, neighbours to the Old Cottage. Cllr Mrs Kim McLaren declared a Prejudicial interest, as owner, in the Old Cottage.
4 07029 PLANNING REPORT CURRENT APPLICATIONS: Site visits are carried out prior to the meeting where appropriate. 07/00485 Temple Ferry Place Mill Lane Hurley Maidenhead SL6 5ND - construction of a replacement detached three bed roomed house. Extending footprint 17%, floor space 35% increase. GB3 was read out and the minute from September covering the continuous increases on properties and its effect: materially larger size, scale and bulk GB2 which does not affect plans when not an extension to a house rather a replacement house. Q: That the Velux windows were added: this would be put in 5 years ago. It was proposed by Cllr McLaren and seconded by Cllr Pratt then RESOLVED (8 in favour, 1 abstention), to SUPPORT the Application for a replacement house due to its design and being small in comparative size. 07/00635 The Warrener Warren Row Road Warren Row Reading RG10 8QS - construction of a detached stable block incorporating tack, hay and feed stores, wash area and four stalls. Cllr Burfitt proposed to Support the Application subject to it remaining non-commercial. Cllr Joseph suggested conditions It was proposed by Cllr Burfitt and seconded by Cllr Mrs Baker then RESOLVED (Unan), to SUPPORT the Application for the stable block subject to Conditions: (1) that it only be used by the owner of the Warrener. (2) that there be no outside lighting except PRI security lights. 07/00652 Beaumont Knowl Hill Common Knowl Hill Reading RG10 9YD - construction of a two storey side extension forming a self contained annex. File note: requested a report from RBWM. Cllr Burfitt stated only three Councillors saw the site. There were no real change of views and the site is quite isolated. This Council supported the old planning application of quite the same size. The balcony should not be used as a precedent elsewhere. Cllr Joseph noted that as the balcony is not obtrusive, it is not a precedent. This balcony is only 1 metre wide. It was proposed by Cllr Burfitt and seconded by Cllr Mrs Baker then RESOLVED (Unan), to SUPPORT the Application subject to the Condition that it can not be sold separately. LATE APPLICATIONS 07/00607 Ladye Place Boathouse Mill Lane Hurley Maidenhead SL6 5ND - 2nd storey extension store/dressing room. There was no increase in footprint. A Councillor had more reservations about the balcony looking westwards over towards the Cloister. There are a number of boats which moor in view and can see to the boating pool. It was proposed by Cllr Jarvis seconded by Cllr Pratt to SUPPORT the Application provided the balcony is removed. (3 in favour, 4 against, 1 abstention) motion DEFEATED. It was proposed by Cllr Joseph and seconded by Cllr Burfitt then RESOLVED (5 in favour, 2 abstentions), to SUPPORT the Application, there was no increase in footprint.
Cllr Mrs McLaren left the meeting room for the duration of the item Old Cottage. 07/00719 The Old Cottage Coronation Road Littlewick Green Maidenhead SL6 3RA - single storey side extension. An outside loo would be demolished. It was proposed by Cllr Jarvis and seconded by Cllr Burfitt then RESOLVED (8 in favour, 1 abstention), to SUPPORT the Application as it is small in size and not overlooked or overlooks neighbours. Cllr Mrs McLaren rejoined the meeting. Tree Works 07/00471 Deacon Lodge Hurley High Street Hurley Maidenhead SL6 5LT - works to trees in a conservation area notification to fell an oak tree. Reviewed by Cllr Mrs Connell. This is a very large tree higher than the house but it does lean. It robs fruit trees of light when in leaf. It is not near the house nor diseased. It was proposed by Cllr Mrs Connell and seconded by Cllr Joseph then RESOLVED (Unan), to OBJECT to the Application, as it would be a loss of a superb oak tree and should be listed as a TPO re to the Tree Officer. Due to the date of this Application, the findings to be sent to Planning quickly. 07/00612 Juddmonte House Warren Row Road Wargrave Reading RG10 8NT - consent to fell an Oak and crown reduce and crown clean 2 further Oaks. Reviewed by Cllr Baker. It was proposed by Cllr Mrs Baker and seconded by Cllr Burfitt then RESOLVED (Unan), to SUPPORT the Application due to the house subsidence subject to the Tree Officer. 07/00510 Bag End Hurley High Street Hurley Maidenhead SL6 5NB - in a conservation area, notification to reduce a Yew, pollard an Ash, remove branches of a Xelanthus over hanging adjacent property and remove fused branches and deadwood a Pine. Reviewed by Cllr Sparrow. It was proposed by Cllr Sparrow and seconded by Cllr Pratt then RESOLVED (8 in favour, 1 abstention), to SUPPORT the Application on the basis of the Tree Officers visit and report. APPEALS T0355/a/07/2038593/WF Temple Ferry Place Mill Lane Hurley Maidenhead SL6 5ND - construction of a replacement three bedroom dwelling. It was proposed by Cllr Joseph and seconded by Cllr Mrs Baker then RESOLVED (Unan), to OBJECT to the Application using the wording in the previous Minutes, to send three copies as required. By an exchange of Written Representations and a site inspection, comments already made will be taken into account. Acknowledgement to be requested and provide three copies by 9 April 2007. GRANTED 5 Conditions; colour, dismantle, noise. 1 Informative, position. 1 Justification, very special circumstances DP3 EN5 EN8 GB1 GB2 N9 NAP3. 07/00161 The Old Boat House Hurley High Street SL6 5NB - construction of a detached double garage and boundary walling and piers (retrospective). 0207 HPC Objected. REFUSED 3 Reasons inappropriate development in the Green Belt GB1 GB2 DP3, Flood area garage increase footprint 30 sqm F1, not floodable walls also EN6, wall and piers adversely impact CA2 N1 EN4. Cllr Iles noted Enforcement will be in place in due course. 07/00164 Lee Farm House Hurley High Street SL6 5LT - Listed Building Consent to carry out internal and external alterations to existing outbuilding and construct a single storey extension to car port. 010307 HPC Supported. CONSENT 6 Conditions, plans and samples required. 1 Justification will enhance. 07/ 00358 Meadow Cottage Mill Lane Hurley SL6 5ND -in a Conservation area notification to fell a Holly and crown thin a Hornbeam. Reviewed by Cllr Burfitt. 010307 HPC Supported. 290307 NO OBJECTION 1 Condition 4 Informatives. Withdrawn 07/00163 Lee Farm House Hurley High Street SL6 5LT - single storey car port extension and alterations to existing outbuilding to form habitable accommodation. 0207 HPC Supported. 290307 Withdrawn 14.3.07. T0355/A6/2030092/NWF 06/01241 The Four Horseshoes Warren Row Road Wargrave Reading RG10 8NT - two storey and single storey rear extensions. Response by 26.12.06, dealt with by an Informal Hearing. Send three copies, request acknowledgement if required. Plans from 0606 filed Dec 06. 290307 Withdrawn. ITEMS ON PLANNING Raised by councillors Fiennes Farm There are two items: the planning aspect and the operators license. (i) There was a site visit for the planning application: noted the Enforcement Appeal Notice on 1.5.07 on use of Courtyard and additional traffic movement. Any widening of the road will be near a dangerous traffic area and traffic movements will affect Hurley Parish. Access through Westacott Way was offered to Operators by Mr Westacott. Mr Pickering said this has not been taken up. White Waltham to be contacted on concerns. (ii) Operators License: Cllr Josephs view that Parish Councils had no standing in that matter. On a previous problem dealt with, Cllr Hill agreed that HP had had no standing. Cllr Iles will enquire as to the standing of the District Council on this item.
Cllr Joseph and Cllr Hill had a declared interest on the next item. Common Land Honey Lane. Awaiting estimates on Tree Officers inspection of tree works. Cllr Burfitt reported on one estimate from Mr Beard of Hambledon: To Fell 5 trees and tree works at £960.00 plus VAT. The large beech struck by lightening. trees overhung with electric wires cannot be touched by tree surgeons, it is the responsibility of Southern Electrics due to health and safety. It is recognised that deadwood causing a problem is negligence and green wood an act of god. Letter from Allianz on insurance of trees on verges was readout, filed in Finance Report, requests a report every year. It seems that there will be expenses every year and what benefit would this be to the parishioners as the verges are narrow not an area to be walked in such as a small wood. It was suggested the precept, which is small, would be increased by 20% to cover the costs. This acquisition can be used to provide or prevent access. It was proposed and AGREED to defer the question of Honey Lane until next month and await more quotations. Road use at the Burchetts Green Roundabout. Suggestion that as there were 20mph and 40mph speed limits on the roads nearby that these could be extended to include the roundabout and slip road off the A404. It would also be good to see the roundabout reduced in road size. Suggestion for the Clerk to write to the Traffic Police at Taplow. Mrs Frazer remarked that a Tescos lorry had rolled over. Perhaps the 40mph nearly to Burchetts Green roundabout and Temple Hill and the Appletree Hill bend, possibly ought to be extended back on to the roundabout. It was proposed and AGREED (Unan) that the Clerk write to Steve Brown RBWM, Head of Engineering and copy to Bisham, and.to put this item under Highways in the AGENDA next month. Dell Cottages monitoring blocked up access. EAST ARMS incomplete items by the developers. Email from P Carey to Residents read out. After discussion it was AGREED that this will be monitored. GRUNDONS awaiting contact on Liaison Meeting. The Clerk sent another request, no response. Cllr Baker reported that the hydroclave had been moved to another building further into the site but smells are still present. WHITE WALTHAM AIRFIELD: The Chairman to attend the next meeting.at 7pm on 3 April 2007. GRASSLANDS Conditions on lighting report received at RBWM. DP9 Report. The Lighting Strategy was discussed as copies had been reviewed. The report is highly technical and it was suggested that more information should be obtained as to the amount of downward low light in the car park required by health and safety and for security. From the plans, there seems to be too many lights and a planning officers assistance should obtain the lowest level. Cllr Hill queried the office lighting which is also downward low lighting and low powered to decrease lighting using PRIs after 11pm. It was proposed and AGREED that Cllr Burfitt and Sparrow contact RBWM to request a site visit on the lighting strategy for more information on lighting requirements before the Panel meeting and liaise with Cllr Iles. The Cabinet have requested the report on the lighting scheme. The letter received from DP6 was read out, suggesting lighting would be less than moonlight. The existing building had twice the amount of lighting proposed but this has not been used for many years. It was proposed by Cllr Joseph seconded by Cllr Hill and AGREED (Unan) that lighting should be required as the minimum for Health and Safety and no lighting after 8pm or at weekends. 06/02089/rem. The Clerk to speak to Planning to request Cllr D Burfitt and Harry Sparrow would speak on the Lighting Strategy and Landscape Condition at the Panel Meeting; emailed details to the Councillors. 5 07030 CLERKS PROGRESS REPORT 5.3) Parish Paths initiative Oak Bench: The wooden bench to be positioned by the Thames and a map of footpaths. The Clerk contacted Culham Estate by letter formally. Cllr Burfitt was able to suggest two places on his land by the river but noted that the position on Culham Estates was the best due to the lack of seating in that area. Both the new sites are not in the sun which was queried by Cllr Iles which will decrease the life of the bench and use by the public. Awaiting a response by Culham Estates in the hope that either of the sites first suggested can be used. Metal bench: Parish Paths Initiative paid the £500 towards the bench to HPC. The curved bench at £1189 was ordered with £111 for delivery, it was suggested that £400 for the installation was rather expensive. The HPC plaque is causing trouble as the company does not have that service. Delivery is 5 to 6 weeks. The Clerk checked with the new owners of the land where the bench would be sited at the top of the hill and they were delighted to have the old bench replaced. Mrs Miller expressed interest in the use of the common land including anti-heron fencing for the pond and notices to stop dog fouling where children feed the ducks. 5.4) The Clerk requested to provide prices for dog foul litter bins and cleaning contract. 5.5) End of Year Accounts 2006/7. UHY Hacker Young invoice for VAT received and has been authorised, to be next years external auditor. 5.11) Play Areas - Knowl Hill Agenda Item 9 PLAY AREAS The Clerk has been in contact with Mr Bolton who will be continuing work on Hurley Play Area, including making sure any rotten wood is removed to make the play place safe. The two ramps for the ariel swing are rotten and need to be replaced. Knowl Hill: Paint from MDHA does not cover graffiti. The Clerk contacted RBWM to request this work to be done. RBWM reported paint does not cover and returned to MDHA. PLAY AREA Update: One estimate of £2,400.00 + VAT and two new estimates for rubberised surface only, were £3,000 and £3,500. Several suggestions from play companies were provided with a report, discussed but rejected. It was suggested to look at the goal posts and netting. It was previously authorised and AGREED to increase the rubberised surface and goal, items can be ordered up to £10,000.00. Cllr Baker offered contact for a handyman from Cox Green.
6 07031 MINUTES OF PREVIOUS COUNCIL MEETING It was proposed by Cllr Joseph seconded by Cllr Burfitt then RESOLVED (Unan), to adopt and approve the minutes produced of the meeting held on 1 March 2007. 7 07032 MATTERS ARISING FROM THE MINUTES - none 8 07033 CHAIRMANS INFORMATION REPORT - items in the Planning Report 07008 Hurley Play Areas - The Clerk contacted the insurance company re cover for damage from fallen trees on leased land. All trees should be checked. Post Offices to be closed in Berkshire. The Clerk wrote to PO Customer Care and the independent assessors requesting they do not shut the last two POs in Hurley Parish.
9 07034 PARISH PLAY AREAS Knowl Hill and Hurley - see Clerks Progress Report Item 5 and Financial item 10. Teen Scene Knowl Hill it has been reported to Cllr Joseph that the roof is rusty. The Clerk checked but could not find rust requiring remedial work at the moment although there is some paint sprayed. The Councillors inspected the goal post at the Site Visit which although has movement in it, is useable. RoSPA is inspecting in April. Hurley Play Area it was requested and AGREED that the ramps, which have now become unsafe due to rotten wood be removed for replacement by Mr Bolton. The Clerk has already contacted Mr Bolton and due to the long period without work being completed the Clerk to request the unsafe ramps to be taken down awaiting being replaced.
10 07035 FINANCIAL REPORT It was proposed by Cllr McLaren seconded by Cllr Joseph then RESOLVED ( Unan ) to AUTHORISE and APPROVE the Financial Statement The monthly financial report can be viewed at the monthly meeting.
Authorised: Benches and Notice boards to be cleaned, painted with wood preservative Bench to be repaired in Knowl Hill Play area awaiting estimate by Mr Bolton. Fixings for wooden bench to be acquired through Cllr Baker £20 Metal Bench cost £1119, £500 paid by PPI, delivery £111.50, ordered. Installation of Metal Bench to be acquired through Cllr Baker. RoSPA Playsafety Report on two play areas indicating repairs required. April Bench at Littlewick Green opposite the Bus Shelter to be painted with wood preservative. Honey Lane verges: £2000 (for acquisition costs and budget for any tree works suggested)
Section 106 - PLAY AREAS total funds of £18,000.00. Councillors checking play equipment/repairs. Cllr Mrs Baker on Knowl Hill, various items suggested. Allianz Cornhill - trees insurance letter requesting Tree Officers Report. Addition of the Youth Shelter - no extra charge. Allianz Cornhill - Yearly invoice and Schedule for £1,359.40 for authorisation. VAT Refund requested for 5 months Oct 06 to 20 Mar 07.

12 07037 HIGHWAYS FOOTPATHS AND COMMON LAND 06191 A4 Roadworks on the Project Status Report provided this is being commenced. Rose Lane resurface repair date for works requested by the Clerk and received a positive response, the top road is still bad and hole at bottom of hill needs work to drain rain water. Hodgedale Lane: needs resurfacing with scalpings. Response provided by the Clerk. Star Lane cycleway email response provided by the Clerk. It was proposed and AGREED that the Clerk request site visits for Councillors to attend with Highways at these three roads. Car on A4 advertising: The Clerk to contact Enforcement to have it removed.
13 07038 URGENT ITEMS FOR DECISION/COUNCILLORS ITEMS OF INTEREST Trees at Warren Row. Awaiting response to finding the owner of the land and it was noted the trees are leaning more now. Conifers on Common Land along the A4 towards Littlewick Green may compromise access, and Cllr Jarvis suggested a site visit. Knowl Hill Parking Area - Cllr Baker reported from Mr Bide there is parking on the grass at Knowl Hill by the parking area. To be monitored. Drainage Pit Cllr Hill reported that Lillywhites is filling the pit in with earth which was always used for drainage, but its behind the hedge. Leaning tree Cllr McLaren reported a tree leaning over the A4 before the Jubilee Road on the grass verge. The Clerk to contact Highways. Elections: Register of Election Nth and Sth provided by the Clerk for use.
