Three letters were received on the move of Holyport Manor School - 08/00042 all objecting to the proposal to move the school to Cox Green School site. RBWM have not contacted HPC on this application recently but a response had been sent at the time of the planning consultation. It had been suggested that the original site was good for the children at the Holyport Manor School. Cllr Westacott was concerned about using part of the play area at Cox Green School to build on as it was currently green field playing area and moving the children attending Holyport Manor School which had always been a successful facility where it was. The Council felt they could do no more at this stage.
An e-mail was received from RBWM refusing the H.P.C. request to consider listing May Cottages, the subject last month of a planning application to demolish and replace with a new building, ref 08/ 00217, which the Council opposed.
CURRENT APPLICATIONS: Site visits are carried out prior to the meeting where appropriate.
08/00370 23 Hurleyford Farm Mill Lane Hurley Maidenhead SL6 5ND - construction of a conservatory to holiday home. The subject of a Site Visit. The application was to build a conservatory onto a new mobile home yet to be sited. It was proposed by Cllr Mrs Baker and seconded by Cllr Harrington then RESOLVED (Unan), to SUPPORT the application.
08/00347 1 Hodgedale Lane Warren Row Reading RG10 8QY - additional garage and summerhouse. The Chairman reported that the application had been withdrawn
08/00400 21 Frogmill Spinney Hurley Maidenhead SL6 5NN - single storey rear extension and refurbishment (part retrospective). Subject to a Site Visit. The application was to enlarge the porch and refurbish large parts of the mobile home. Work had commenced.. It was proposed by Cllr Mrs Baker and seconded by Cllr Harrington then RESOLVED (Unan), to SUPPORT the application.
08/00405 Former Grasslands Research Institute Honey Lane Hurley Maidenhead - relocation of replacement guesthouse approved under 02/39455. It was noted that the site was actually Quelm Park. No site visit was possible as the applicants were abroad until the middle of the following week. From reviewing the plans and knowledge of the site it was ascertained the application was to move the location of the previously approved replacement Guest House a distance along the estate road eastward toward Honey Lane, yet still well within the estate grounds. It was proposed by Cllr Sparrow and seconded by Cllr Pratt then RESOLVED (Unan), to SUPPORT the application with the Condition that the existing building it was going to replace should be demolished, prior to building.
08/00483 Beech 86b Hurley Riverside Park High Street Hurley Maidenhead SL6 5NE - replacement shed. The Subject of a Site Visit. It was proposed by Cllr Harrington and seconded by Cllr Mrs Baker then RESOLVED (Unan), that there is NO OBJECTION to the application.
SPHERE OF MUTUAL INTEREST
Grundon variation applications to Wokingham BCC - papers had been requested and fax copies obtained by the Clerk. There were two variations in 2008. The Variations were discussed with Ward Cllr Mrs Hunt who reported on details to the Parish Council. The major concern appeared to be a request to vary the condition regarding the existing permission for 90 Heavy Goods Vehicle movements a day, currently restricted to 48 inwards with landfill and 42 outward for mineral extraction. Grundons want unrestricted 90 movements a day. Members felt this would present further problems to local residents In the absence of information on which to base our arguments and as other variations needed examining, it was proposed by Cllr Sparrow, seconded by Cllr Pratt then RESOLVED (Unan) that Cllrs Mrs Baker and Pratt draft a reasoned objective response for the Clerk to send on behalf of the Council.
Cllr Hill queried the gross capacity of the site and what were the time constraints. Cllr Mrs Baker and Cllr Pratt stated 2016 which allowed 17 years.
Cllr Westacott suggested that there are other waste sites which use far more up to date methods of disposal of waste with no emissions. Cllr Mrs Hunt commented that the Lane is too small for the traffic and there have been two near misses this week. It was clear that the traffic in Star Lane has also increased over time. At the rate of 90 movements per day, the emissions created have been very much increased. .
Tree Works
08/00430 Runnymede High Street Hurley Maidenhead SL6 5LT - notification to fell one Sycamore tree. Reduce the crown of one Ash and one Conifer by 50%. Reduce height of Conifer by oil tank to 8ft. Two mature Conifers reduced by 50%. Crown thin by 15-20 a row of Lime and Ash trees with 3-4m reduction over garden, crown lifted by 6-7m. Shape one Yew tree. Cllr Sparrow viewed the site who advised that this application was overdue maintainance, based on a professional tree surgeons recommendation It was proposed by Cllr Sparrow and seconded by Cllr Westacott then RESOLVED (Unan), that there is NO OBJECTION to the Application.
08/00475 The Studio Shepherds Lane Hurley Maidenhead SL6 5NG - to remove 2 ash trees. Remove one unknown species partly fallen and blocking access. Remove the height of one yew tree/hedge. Cllr Sparrow viewed the site and reported that the owner wanted to remove two self seeded trees that were obstructing him opening gates onto Shepherds Lane. He also wanted to remove a pile of builders rubble through which another self seeded tree had grown. The hedge which was on his northern boundary had grown to approx 30 ft and was bare at the base and normal hedge height, he wished to reduce its height by 50% and hoped to rejuvenate lower growth backed by planting new specimens to create an improved hedge. It was proposed by Cllr Sparrow and seconded by Cllr Westacott then RESOLVED (Unan), that there is NO OBJECTION to the Application subject to a Tree Officers report, especially with regard to retaining the yew hedge.
08/00561 Ye Olde Bell Hotel High Street Hurley Maidenhead SL6 5LX - notification to fell 3 Cherry trees, 2 Cypress, 1 Laburnum and a row of 10 Cypress. Cllr Sparrow viewed the site. He reported that the cherry trees had been replaced, that the 2 Cypress were to be removed to open up to light an area being used as a vegetable garden. Apple trees, pears and cherries are being planted. There are several other trees present where the 2 Cypresses are to be removed. The row of trees to be removed originally screened gas tanks but had grown too high and will now be screened by a fence. It was proposed by Cllr Sparrow and seconded by Cllr Hill then RESOLVED (Unan), that there is NO OBJECTION to the Application.

GRANTED Conditions 4, samples, piers, construction CA2 LB2 EN4 Informative Licence Justification preserve the appearance.
08/00153 Land at Top Farm and 1 and 2 Hall Place Farm Cottages Honey Lane Hurley Maidenhead SL6 6RQ - demolition of 1 and 2 Hall Place Cottages and replacement of Plot 1 (Approved 06/01547) with 2 x 3-bed and 1 x 4-bed detached houses. (Amendment to Planning Permission 07/91131). 21-02-08 HPC Supported, landscaping required. 08/00193 The Coach House High Street Hurley Maidenhead SL6 5NB - notification to carry out works to trees T1, Beech and T2 Beech, T1 tip reduce crown by approximately 1.5m thin to remove dead dying diseased wood and crossing/rubbing branches. Crown 1ft to 4.5m. 08/00347 1 Hodgedale Lane Warren Row - additional garage and summerhouse
Certificate of Lawfulness A letter was received from Mr Slaney RBWM, and copied to Councillors explaining policy and law regarding Certificates of Lawfulness. Orchard Springs with its office, gym etc was found to be lawful. However it was noted that there is a bedroom in the structure and it is being lived in. Permitted development allows considerable additional buildings, however they are not normally permitted for living accommodation. It was proposed by Cllr Sparrow and seconded by Cllr Pratt then RESOLVED (Unan), that the Clerk should contact Mr Slaney for his response with reference to Orchard Springs and the use of the annex - could this accommodation be checked - and if different from that approved, his views would be appreciated. It was noted that it is Government policy to support this system using the Certificate of Lawfulness.
CONSERVATION AREA: Consideration as to whether Knowl Hill should have a conservation area. The areas to be considered should include parts of the Common. Procedures on creating conservation areas should be researched. Cllr Sparrow requested this item to be added to the Progress Report.
ITEMS ON PLANNING RAISED BY COUNCILLORS
Common Land Honey Lane No update, awaiting information on the work being done by the tree surgeon.
Dell Cottages No update.
East Arms, Hurley Place The EA Residents Association are clearing the area long the Henley Road.
Grundon and Liaison Group Meeting Letter received from the Environment Agency, Mr JC Hall, in reply to the Council's letter of December 2007, copy to Cllr Sparrow. The Clerk to provide copies for all the Councillors. Another reply letter from Larry Wolfe RBWM stating the issues in the HPC letter will be addressed at the Liaison Meeting on 1 April 2008. Other e-mails had been received giving new contact details
Section 106 A copy of the Section 106 Report requested by the Clerk had been received, which had been attached to the Top Farm Application in 2005. It was noted that the amount of contribution was £80,080 towards the provision of: Public Open Space £42,120 (for the purchase of land/improvement for formal recreation in Maidenhead/Northern Parish and improvement to Shepherds Close Play area),. Community Contribution £5,200 (for Hurley Lock Canoe Centre or GP Surgery in Hurley Village), and Education £32,760 (for improvements to Burchetts Green Infants School, Courthouse Junior School, St Mary's Catholic Primary School and Altwood CE Secondary School). Facilities identified in the Asset Management Plans.
White Waltham Airfield: The next meeting is to be held on 13 May 2008 commencing at- 6pm with Tour of the Airfield, followed at7pm by the WWC Committee Meeting.
LAANC Cllr Harrington attended a meeting on the 22 February where an item of concern was a report "Adding Capacity to Heathrow Airport". The Clerk provided a copy for Cllr Harrington's files. Cllr Harrington reported on items including: (i) The addition of a third runway with the demolition of 700 houses and a Village. Terminal 6 would have to be built. (ii) Mixed Mode Operation: using the runways for in coming and out going planes. (iii) Flights increasing with the number of terminals from 480,000 a year to 720,000. Cllr Mrs Baker suggested writing to our MP if anyone has an objection in order to keep a high profile.

6 08032 MINUTES OF PREVIOUS COUNCIL MEETING Cllr Hill stated that the Clerk is responsible for the Minutes and the Chairman cannot write them. Cllr Hill said he had read the details provided by the Clerk and objected to the proposal from the Acting Chairman. He stated that the Chairman should not act as an executive officer. Cllr Mrs Baker noted that the Minutes were brought to the meeting to be corrected and confirmed. The Acting Chairman pointed out that the Chairman had been requested by unanimous decision of the Council to correct the minutes prior to their presentation to the meeting. It was proposed by Cllr Harrington and seconded by Cllr Sparrow then RESOLVED (5 in favour, 1 abstention) that the Minutes of the February meeting should be accepted as a correct record. The Clerk had sent e-mails on Notes on the Minutes to the Councillors before the meeting and Cllr Westacott enquired from the Acting Chairman if he could raise the issue. The Acting Chairman asked him to bring it up in the part 2 discussions. 7 08033 MATTERS ARISING FROM THE MINUTES NOT COVERED BY AGENDA ITEMS.
Flooding in Burchetts Green Lane: The Clerk e-mailed RBWM with reference to the Lane flooding which may require drains to be installed. Item was requested to be added to the Progress Report.
Dewdrop Sign: Cllr Hill raised the item on the Sign for the Dewdrop to be put on Honey Lane verges which the Chairman Cllr Addiscott had agreed but without the authority of HPC and without requesting the normal yearly fee from the Brewery.
Conservation Reports for Burchetts Green and Littlewick Green: Cllr Harrington reported that comments had been sent on.
Boundary Elms: Cllr Harrington reported that this is permitted development.
8 08034 PARISH PLAY AREAS
The Play Areas of Knowl Hill (including the trees) and Hurley were checked monthly by the Clerk.
Knowl Hill Affordable Housing site Cllr Mrs Baker confirmed that Ms Kersley has been invited to speak to the Council at the next Parish Meeting.
Insurance of trees: No update, work is to be done by the tree surgeon.
Hurley Fences and gates: the orders have been raised by the Clerk.
Safety Inspection by RoSPA Playsafety Ltd on both play areas. An amount of £100 was authorised in December 2007 for engraving the wooden bench. A formal quotation at £150 plus £20 for delivery had been negotiated by Cllr Mrs Baker which included a £40 discount. It was proposed by Cllr Pratt and seconded by Cllr Mrs Baker then RESOLVED (Unan) to authorise payment of £170 for this work.
10 08036 CORRESPONDENCE (Items received, not covered elsewhere)
10.1 RBWM Open Spaces Report and questionnaire. Reply by 25 March 2008. To be reviewed by Cllr Sparrow. 10.2 POSTWATCH letter received in response to the letter from HPC re Knowl Hill PO. They will challenge the PO Ltd when they have failed to take pertinent customer needs into account. However, it should be noted that Postwatch do not have the power to overturn PO Ltds final decision on any closure.
10.3 BCC Minerals and Waste Core Strategy Consultation Report. Reply by 25-4-08 Papers passed to Cllr Pratt.
10.4 RBWM Green Belt Analysis, questionnaire. Reply by 21-03-08. Extension of time requested. To be reviewed by Cllr Westacott.
10.5 RBWM Changes to Taxi policy - Consultation. Reply by 1 April 2008

11 08037 HIGHWAYS FOOTPATHS AND COMMON LAND
Cllr Hill had declared a prejudicial interest in this item and after answering queries from councillors left the meeting
Milestone Statement Cllr Hill had provided details to the Clerk of an error in the proposed definitive footpath map regarding Footpath 25 and advised that his e-mail to RBWM had been acknowledged. The e-mail was read out by the Clerk. Cllr Harrington consulted a map and traced the route which he agreed he had walked for the past 30 years. Cllr Hill requested that the Parish Council ask RBWM that this change be resolved and left the meeting. It was proposed by Cllr Harrington and seconded by Cllr Pratt then RESOLVED (5 in favour, 1 abstention) that the Clerk should contact Mr Hurst, RBWM to ask for the Footpath 25 on the Definitive Map to be modified in line with the details referenced in the e-mail. Cllr Harrington referred to a separate anomaly on the footpath running next to Mr and Mrs P Gray from Footpath 25 to the Dewdrop Inn, which could also be mentioned. Cllr Hill rejoined the Meeting.
Maps: Cllr Westacott requested a copy of maps showing footpaths and parish boundaries. Other Councillors are in possession of various maps which will be provided for Cllr Westacott.
Car Advertising: Cllr Pratt reported another car, which seems to have been vandalised, being parked opposite the petrol station on the A4 advertising the buying of old vehicles. The Clerk would contact RBWM Highways to advise to have this removed.
12 08038 URGENT ITEMS FOR DECISION/COUNCILLORS ITEMS OF INTEREST
Parish Conference: Cllr Mrs Baker read out the consultation on the future of the Parish Conferences and a response was Agreed by Councillors. DALC Meeting: Cllr Mrs Baker stated that the meeting coincides with the Parish Council Meeting again. Cllr Mrs Baker agreed to acquaint DALC with dates of meetings to try to arrange that they do not clash in the future as the Parish Council Meeting are effectively fixed by the RBWM Planning Development Meetings dates and, therefore, are not flexible.

Site Meeting if required: Sunday, 13 April Next Parish Council Meeting: 7.30pm Thursday 17 April 2008 at the Knowl Hill Village Hall. Next Parish Conference: 18 June 2008 at the Town Hall, Maidenhead.
The Acting Chairman closed the meeting at 10.00 pm.
