MINUTES of the Parish Council Meeting  held from 7.30pm on Thursday
20 December 2007, at Hurley Village Hall.

2   07068   OPEN FORUM
 
Bisham Brook culvert works:  Mr Ramsay, HVA, asked for any update.  Cllr Addiscott reported there had been a meeting with Mr Exley RBWM, and except for one day, Hurley High Street would be open in one direction under traffic light control, keeping the road open for cars and small vans.  RBWM would be contacting local businesses and Village Residents affected.  A small track has been offered by Cllr Burfitt as a place to park plant in February.

Cllr Burfitt commented that he expected three very large deliveries the middle of March, therefore, the works need to be done in February. 

Ashley Hill tree works:  Cllr Hill reported that the Forestry Commission have contracted to do works which was reported in October, Minute 07133 item 11.3.

Long Reach, Mrs Carter commented on her application that the property was unlike the rest of the village being built in the 1960s on a large plot and needs to be refurbished.  The property is in the flood plan but the application has been put to the Planning Department and Environment Agency, updating includes ensuites and an extra 3.4 sqm.   
 
Temple Ferry Place: 
Mr Burgess explained that the previously proposed extension has been taken off the front and that the application has less footprint than already granted but there is a gain upstairs.  The roof is the same height and the chimney has been removed from the plans.

Cllr Hill declared a Personal interest in owning
Honey Lane verges.  Cllrs Burfitt and Jarvis declared a Prejudicial interest as recipients of cheques in the Financial Report.
Cllr Westacott declared a Personal interest as a friend of the applicants of

A LATE APPLICATION

07/03228 Long Reach High Street Hurley Maidenhead SL6 5LT - Two storey front side and rear extension with rear Juliette balcony rear dormer window single storey side extension with pitched roof. Cllr Harrington asked about Flood Plan 2 and the 30 sqm maximum increase allowed.  There were no neighbours overlooked or overlooking.  It was suggested that the key is that the property is situated in a large plot.  It was proposed by Cllr Burfitt and seconded by Cllr Sparrow then RESOLVED (Unan), to SUPPORT the application.

07/03164 Temple Ferry Place Mill Lane Hurley Maidenhead SL6 5ND. - construction of a 3-bedroom detached house following demolition of existing dwelling. Received  6-12-07
This application modifies the previously granted application and shows the property has been moved a few meters and re-orientated to face the river.  Cllr Sparrow noted the roof was 0.2m higher than the previous application.  The footprint is smaller but the square footage is approximately the same and the major difference is the large area of decking with a cantilever balcony in glass above it, there is also more glass, floor to ceiling, on the river side.  Cllr Harrington said he did not have a problem with it, as it is a very modern design.  The heat pump and water treatment equipment is under it, the original house has a basement for machinery.  Mr Burgess stated the property would be a little squarer but still a rectangle in shape.  It was proposed by Cllr Burfitt and seconded by Cllr Mrs Baker then RESOLVED (7 in favour, 1 abstention), to SUPPORT the application subject to the Condition on the previous application being attached, on Section 106, giving away all development rights.

07/03149 Chapter House High Street Hurley Maidenhead SL6 5NB - Loft conversion with roof infill and associated internal alterations.  Received  6-12-07.  It is a listed building.  It was proposed by Cllr Burfitt and seconded by Cllr Jarvis then RESOLVED (Unan), to SUPPORT the application.

07/03190 The Warrener Warren Row Road Warren Row Reading  RG10 8QS - Construction of a detached stable block and a ménage (amendment to permission 07/00636).  Received 12-12-07.  Re position of the stables.  There was no objection to the relocation of the stables, which confirms the actual position.  However, now there is another entrance showing accessibility on the plans which was previously to be temporary to be removed on completion of the construction of the stables.  It is not a good access in an unsafe location and it was AGREED that the gated access would not have been approved if it had been part of the original application.  It was proposed by Cllr Burfitt and seconded by Cllr Jarvis then RESOLVED (Unan), to SUPPORT the application on re positioning of the stables, but requires the removal of the temporary access..

Cllr Mrs McLaren joined the meeting.

07/03205 Former Grasslands Research Institute  Honey Lane Hurley Maidenhead - Reserved Matters application for the siting, design, external appearance and landscaping for new office building pursuant to outline permission 429038 (as varied by consent 04/41327) (Amendments to siting of bicycle and motorcycle store and landscaping of approval 06/02089).  Received 15-12-07.  From the plans the position of four new trees previously agreed and one additional tree, are to be moved to allow a motorcycle shed to be positioned behind the office building.  Also from the report it was noted there will be some additional planting.  It was proposed by Cllr Burfitt and seconded by Cllr Mrs McLaren then RESOLVED (Unan), to SUPPORT the application.

Grasslands Lighting:  Cllr Burfitt reported that the strip lights inside the building used during construction had been reduced due to complaints on levels of lighting at night to the RBWM.   

07/03147 Dumbledore Warren Row Road Warren Row Reading RG10 8QS - single storey detached outbuilding.  Received 6-12-07.   The subject of a Site Visit.  It was discussed and noted that the changes to the shed would need an application for Listed Building Consent.  From the plans, it is over twice the size of the existing shed which is 5m long by 4m wide, whereas the new plan show the size as 12.5m by 4m.  It is timber clad with larger windows. Cllr Jarvis commented that the shed should not be sold off with land.  Cllr Mrs McLaren enquired but there was no apparent neighbour impact.  It was proposed by Cllr Hill and seconded by Cllr Harrington then RESOLVED (6 in favour, 2 against), to SUPPORT the application with the Informative that this needs an application for Listed Building Consent.

07/03146 Dumbledore Warren Row Road Warren Row Reading RG10 8QS - rear extensions and alterations.  Received 6-12-07.  The subject of a Site Visit.  It was proposed by Cllr Jarvis and seconded by Cllr Mrs McLaren then RESOLVED (7 in favour, 2 abstentions), to SUPPORT the Listed Building Consent.

07/03145  Dumbledore Warren Row Road Warren Row Reading RG10 8QS
- rear extensions and alterations The subject of a Site Visit.  It is proposed to extend the ground floor and create a more substantial first floor with a change of roof line.  This is very near to the neighbouring property.  From the planning history, there were alterations in 1957 to 1968 and a front extension in 2004.  Cllr Jarvis suggested it is a very large extension which enhances the existing structure but the side portion is near the neighbour and is unacceptable.
The area south of the proposed application is acceptable but on the basis that the extension of boot room etc to the north is not acceptable as it is too near to the neighbouring property and is contrary to GB2 as unneighbourly.  It was proposed by Cllr Burfitt and seconded by Cllr Jarvis  then RESOLVED (7 in favour, 1 against, 1 abstention), to OBJECT to the application subject to being contrary to GB2 and the openness of the green belt, and that it will cause intensification of activity.

Certificate of Lawfulness of Proposed Development
07/03182 Pendle Bath Road Littlewick Green Maidenhead SL6 3QR - a detached out building.  It was suggested the address should include Green Lane.  The plans note that the garage would be extended as convenient ancillary accommodation to the house.  Cllr Burfitt noted from the site plan that this is fairly close to the neighbour.  It was proposed by Cllr Addiscott and seconded by Cllr Sparrow then RESOLVED (7 in favour, 1 abstention), that the proposed changes would require a supporting planning application, and to defer this to the Legal Department.

Tree Works
07/02752 5 Wickhurst Cottage Bath Road Littlewick Green Maidenhead SL6 3RQ -  to fell one Tree of Heaven. Reduce the height by 2-3ft of one Conifer, crown reduce by 20% and crown thin by 10% one Apple Tree. 1-12-07 HPC Supported.  Coppice one Hazel to seven foot trunks.  20-12-07 NO OBJECTION
APPEAL DECISION
APP/T0355/A/07/20506-49 The Secret Garden High Street Hurley - rear extension to provide first floor accommodation over an open ground floor.  0107 HPC Supported the Application subject to concerns that the underneath area could be filled in, at some point in the future and that this area should be kept open. 0207 REFUSED 1 Reason previous extensions, contrary to GB4.  201207 APPEAL REFUSED Reasons 10, which were read out.
APPLICATION WITHDRAWN
07/02802  0 East Arms Place Hurley Maidenhead  SL6 5LE - erection of entrance gates and walls from High Street.  Gates 1.2m, walls 1m and piers at 1.5m high.  Received last month.  Subject of a Site Visit. HPC Objected.   20-12-07 Withdrawn.

ITEMS ON PLANNING 
Raised by councillors
Common Land Honey Lane. Insurance arranged from 1 January 2008, the Clerk will provide a copy of the map to RAP Ltd.  Messrs C Joseph have been contacted by the Clerk to arrange the transfer of ownership to Hurley Parish Council after that time.  Cllr Burfitt reported the tree surgeon would commence work in the New Year.  Cllr Harrington was pricing the marking posts.
Dell Cottages  The information from the booklet from the Ombudsman to be noted and discussed.
EAST ARMS  Planning Application withdrawn, see above.
GRUNDONS  The Clerk contacted EA, Environmental Health in RBWM and Woking and Mrs T May, MP on problems as outlined at the last Parish Meeting.  Ward Cllr Mrs Hunt reported on the enforcement notice issued on 24 August for implementation by 30 September 2007.  A survey and report received was from a Company which has been liquidated. The holes in the building have been there for years and have not been blocked up as yet.  The ability to check odour is vague.  A report from the EA has been presented to Grundons listing 9 points in breach on odour and noise the fine for which would be £494.  Ward Cllr Mrs Hunt stated that complaints about the EA would go through the RBWM as statutory nuisance.  Cllr Hill asked what would be the department to contact responsible for the EA and it was agreed that the Clerk contact the EA for its complaints procedure. The Clerk to contact Grundons for a Site Visit for Councillors.
WHITE WALTHAM AIRFIELD:  No update.
GRASSLANDS    See planning application above.
Huntswood Farm House formerly Hurleyford Farmhouse, Hurley Village.  There have been requests from local residents to check the internal works being undertaken in the four car garage.  It was proposed to request the RBWM Planning Department, Mr Colloff, to look into this as this work may not have the necessary planning permission.

07/02712 Land adjoining Dodsley Copse - was discussed at the Development meeting on 12 December 2007.  This application was Rejected and an enforcement notice is to be raised to put hedge, ditch and verge back into its former state.

6    07172  MINUTES OF PREVIOUS COUNCIL MEETING 
It was proposed by Cllr Burfitt seconded by Cllr Westacott and RESOLVED (7 in favour, 2 abstentions) that the Minutes of 29 November 2007 were accepted as a correct record, subject to a minor textural alteration.

07173  MATTERS ARISING FROM THE MINUTES  not covered by Agenda items.
07162  Parish Office in Hurley Village - Cllr Addiscott reported that the Police were unable at this time to arrange to share the office and therefore suggested this would, be too  expensive for the Parish Council to meet on its own.  The Clerk had sent a report to Councillors before the meeting expressing her concerns.
07165 Wooden Bench:   Cllr Mrs Baker reported that 'Hurley Parish Council' could be engraved into the back of the seat for about £100.00 and would continue to investigate this matter.   
07166 Salmon Leap Plaques at Hurley Lock:  Cllr Burfitt is continuing to research with a view to replacing a missing plaque.
07166 Refurbishing the War Memorial at Know Hill:  Cllr Mrs Baker is checking with Wargrave PC and the War Memorial Trust for funding. 
07166 The Littlewick Green Village Association plans a Meeting with a Speaker on Common Land to be held in the Town Hall:  Cllr Jarvis reported this had not yet been held.

8    07174  PARISH PLAY AREAS:  Knowl Hill and Hurley
The Play Areas of Knowl Hill (including the trees) and Hurley were checked monthly by the Clerk.
   
Hurley - Fences:  Cllrs Addiscott and Sparrow met with Mr Harvey, MDHA and their fencing contractors to discuss which part of the fence along the football pitch would be replaced with MDHA paying for 50%.  There are two additional items to consider, the replacement double gates and an improved access from Henley Road which would include disabled access.  The fencing contractor is to provide a quotation for both items. The Clerk reported that at the SLCC meeting the Football Trust was mentioned as a source of funds when improving football areas including the goal posts which should now have rounded ends.  The Clerk would contact the Trust to discuss the fences and mention the goal posts to the HVA. 

Cllrs Burfitt and Jarvis had a prejudicial interest with regard to authorisation of cheques in the Financial Report.

The two cheques for Councillors were noted and they returned to the meeting.  The payment for a replacement fax/phone was due to the old machine breaking.

The Budget Report had no amendments and was authorised at the last meeting.

10.1 Xmas Tree Recycling at Knowl Hill and Hurley:  Notices distributed.
10.2  White Waltham Airfield - copies for Newsletters in the Parish.
10.3  Councillor Training on 2 February 2008 Nr Aylesbury.  Cllrs Westacott and Harrington would contact the Clerk to confirm availability and it was AGREED (Unan) to authorise the expenditure of £37 for each Councillor.  Cllr Westacott commented that all the Councillors should attend some more training. 

11  07177  HIGHWAYS FOOTPATHS AND COMMON LAND
07148 12.1  Signage:  Village Sign for Cockpole Village has been ordered by the Clerk.
07165 Trees in Warren Row.  The Clerk contacted the RBWM who reported that the trees leaning near to the road are considered in reasonable order and trees away from the road, which are leaning, should be the responsibility of the owner but that the RBWM are having trouble finding the owner of the common land through the Land Registry.
07148  12.2  Sign in Honey Lane in the triangle, which had been reported as too low, had been checked by Highways again.
07165 Honey Lane Verges:  Cllr Burfitt commented that the tree surgeons are to start work on the trees in the New Year.

12  07178  URGENT ITEMS FOR DECISION/COUNCILLORS ITEMS OF INTEREST
Anti Spy software for the Parish Council:  Cllr Jarvis requested expenditure of approximately £20 for the software.  It was proposed by Cllr Jarvis, seconded by Cllr Hill and AGREED (Unan) to authorise this expenditure.
Housing Survey:  Cllr Mrs Baker reported that a 20% response had been received which was considered a good return. 
Affordable Houses: the requirement for affordable housing for purchase in the Parish, especially for when older local resident property owners downsize, who wish to stay in the area, was discussed.

Annual Parish Dinner: 7 March 2008.  Cllr Addiscott suggested this to be held at the Old Devils Inn on the A4.  The Clerk to initially book 24 places.
