HURLEY PARISH COUNCIL


MINUTES of the Parish Council Meeting  held from 7.30pm on Thursday 13 September 2007, at Knowl Hill Village Hall.

2   07112  OPEN FORUM
 
Woodland Cottage - Mrs Richards, BGVA
stated that the consensus on the treatment of the common land in front of the cottage was that the repairs to the driveway was acceptable as was the new grass, plants and setts.  The owner, Mr Maxwell was concerned with the approach to the builders and would have preferred to have had a direct contact.  Mr Maxwell explained that the setts between the stones in the drive and the grass was a safety feature.  It was noted that the land did look like a lawn in a garden rather than common land.   

BCA application - Mrs Richards
queried the application from last month, the HPC had
Supported it.

Hall Place Lane - Mrs Richards
was concerned with signage to the Berkshire College of Agriculture.  The BVGA and HPC had sent a letter on Burchetts Green Lane and Hall Place Lane requesting better signage to decrease the traffic in the village from lost visitors looking for the BCA.  Cllr Mrs Hunt noted that changes to SATNAVs were more difficult to arrange.     

New Access to Burchetts Green Road - Mrs Richards
reported members of the Village were concerned about the new access for a number of reasons including the road safety issue on to a road with a speed limit of 60mph.  The concerns included access being built in advance of a planning application.  Mrs Richards was assured that all the Parish Councillors were in agreement with these concerns. Mr Keeley reported that parking and containers (which require planning permission) are on the land at present and due to this suggested Enforcement be requested to check the whole site as there is more and more activity there.

Fiennes Farm Cottage - Mr Pickering, tenant, reported he felt that delay in compliance with the enforcement order was unacceptable especially by a Parish Councillor.  Cllr Westacott gave details on the delay which had been agreed with the Enforcement Officer and would allow the construction company to remove to their new site shortly.     

Dell Cottages - Mr Keeley expressed concern.  Cllr Addiscott stated Mr Lunn had requested Mr Slaney would look into this matter and be the Parish contact as this was being monitored.

The Parish Website: M Keeley noted there has been a delay in posting the Minutes to the website.  The Clerk advised there had been a problem but the Minutes would be sent to Cllr Jarvis to update the website.

The Old Cottage:  07/02292 - Mr McLaren
described the application as a brick built conservatory which cannot be viewed by neighbours and is stepped back from the original house.  It has a gross floor area of 30 sqm, approximately a 10% increase.

3   07113  DECLARATION OF INTEREST

Cllr Burfitt declared a Personal interest as a neighbour and landlord of Hurley Football Pitch. Cllr Hill declared a Personal interest as owner in Honey Lanes
common land verges.  Cllr Mrs McLaren declared a Prejudicial interest in her application for the Old Cottage.  Cllr Westacott declared a Prejudicial interest as owner in Fiennes Farm Cottage.

CURRENT APPLICATIONS:  Site visits are carried out prior to the meeting where appropriate.

07/02163 Chapter House  High Street Hurley Maidenhead  SL6 5NB -
loft conversion with roof infill.  Site known to Councillors.  This did not seem to be excessive.  It was proposed by Cllr Burfitt and seconded by Cllr McLaren then RESOLVED (7 in favour, 1 abstention),  to SUPPORT the Application noting that no Conservation or Listed Building consent has been received.
Change to Order of Items  was proposed and AGREED (Unan) to discuss the application, The Old Cottage,  where Cllr Mrs McLaren has a Declaration of Interest last, whereupon the Councillor will leave the room for the duration of the item.
07/02302 48 Choseley Road Knowl Hill Reading  RG10 9YT - construction of a conservatory to the rear.  Subject of a Site Visit.  It was considered that it would exclude some light from the neighbours.  It was proposed by Cllr Burfitt and seconded by Cllr Westacott then RESOLVED (7 in favour, 1 abstention), to SUPPORT the Application
07/02348 The Warrener Warren Row Road Warren Row Reading - erection of a horse walker.  Site known to Councillors.  It is positioned very near to the hedge.  It was proposed by Cllr Burfitt and seconded by Cllr McLaren then RESOLVED (7 in favour, 1 abstention), to SUPPORT the Application, subject to the removal of the temporary access to the road and replanting of the hedge.
Cllr Mrs McLaren left the meeting room for the duration of the item below.
07/02292 The Old Cottage Coronation Road Littlewick Green Maidenhead SL6 3RA - single storey side extension.  Site known to Councillors.  Mr McLaren was asked to confirm various details, that the roof pitch was in glass and the tiles surround this roof, with walls of second hand stock bricks.  Given the location and size of the plot, siting in the middle it does not encroach on any neighbour.  It was considered to be relatively small in comparison with the 1948 property.  It was proposed by Cllr Hill and seconded by Cllr Mrs Baker then RESOLVED (7 in favour, 1 abstention), to SUPPORT the Application.

Tree Works
07/02197 Manor House Cottage High Street Hurley Maidenhead SL6 5NB - in a conservation area to deadwood crossing branches and reduce laterals and crown thin a Beech, reduce overhanging laterals of an Ash in garden of Manor Lodge and removed overhanging branches and deadwood a Sycamore and an Ash in the garden of Willow Court.  Reviewed by Cllr Addiscott.  A large beech 60ft high, works would increase light.  It was proposed by Cllr Addiscott and seconded by Cllr Burfitt then RESOLVED (Unan),  to SUPPORT the Application.
07/02293 Littlewick House Jubilee Road Littlewick Green Maidenhead SL6 3QU - in a conservation area to deadwood and left epicormic growth on a Lime tree and fell a Robinia.  Cllr Westacott was unable to contact the Applicant to arrange to view the site.  It was proposed by Cllr Addiscott and seconded by Cllr Sparrow then RESOLVED (Unan), to DEFER the decision to the Tree Officer.
07/02289 1 Colwyn Cottages Gilchrist Way Littlewick Green Maidenhead SL6 3RG - in a conservation area to reduce a scots pineReviewed by Cllr JarvisThis is a large tree covering the windows.  It was proposed by Cllr Jarvis and seconded by Cllr Westacott then RESOLVED (Unan), to SUPPORT the Application subject to the Tree Officers report.

CERTIFICATE OF LAWFULNESS of  PROPOSED DEVELOPMENT
07/01989 Basque House Hurley Lane Hurley Maidenhead SL6 5LL - for a proposed detached ancillary outbuilding.  HPC deferred.  0907 LAWFUL.
Tree Works
07/02002 Freebodys Boat Yard Mill Lane Hurley Maidenhead - notification to fell a Lawson Cypress, coppice three Sycamore stems and raise canopy and pollard lower section of a sycamore.  Site Visit0807 HPC supported.  0907 NO OBJECTION
Section 106:  07/01954 The Clerk obtained a copy requested by Cllr Sparrow regarding the Hillview application considered last monthRBWM confirmed it did not affect change to the application re the swimming pool.
ITEMS ON PLANNING  Raised by councillors
Common Land Honey Lane. Messrs C Joseph has been formally requested to transfer ownership of the verges from Cllr Hill to the Parish and has requested a map showing the land in question.  A copy of the map was provided by the Clerk, to be checked against the BGV boundary.  It was AGREED to put a marker where the boundary is.  On receipt of the map from Cllr Addiscott, the Clerk to send this on to Messrs C Joseph.
Dell Cottages monitoring activity and blocked up access.  Cllr Addiscott is awaiting an update from Mr Slaney and will continue to monitor progress of apparent commercial activity.  It would be useful if EA were requested to test the soil for spillage by the RBWM, as was proposed by Ward Cllr Mrs Wilson.
EAST ARMS PLACE Trees: RBWM Planning Dept confirmed that the trees are in the right place for the sightlines.  These are to be maintained by the East Arms Place Maintenance contractors. 
Gates and Permitted path:  Cllr Addiscott reported RBWM had sent a letter to the residents re the Gates confirming that the pedestrian gate was to be kept unlocked and that either a planning application should be made for the vehicular gates within a month or enforcement proceedings would be commenced. Cllr Addiscott further reported that village residents using the pathway through the estate were being told (apparently by residents of No 3 and 11 East Arms Place) that by crossing the site they were trespassing and there was no right of way.  Cllr Addiscott had contacted Mr Carey RBWM requesting that a letter should be sent to residents urgently stating there is a permitted path across the site for the public to use.  It was further suggested that a signpost be erected on the permitted path to show its direction. 
Entrance to the Play Area:  It was noted that this is down a steep bank from the Henley road and requires better access as it is impractical for buggies.  It was proposed by Cllr Burfitt and seconded by Cllr Jarvis and AGREED to have a site visit to review this matter.  Cllr Mrs McLaren suggested monitoring the situation, as an accident is more probable if the public and residents of Hurley use the path along the Henley Road rather than the permitted path through  East Arms Place.
GRUNDONS   At the invitation of the Council, Ward Cllr Mrs Hunt reported updates on  the slippage and Grundons requested revisions to licences for hydroclave activities.
It was AGREED to offer any help the Parish Council could give to Cllr Mrs Hunt.  The meetings held participated by RBWM include highly technical information which needs to be used correctly. Conditions are in place to reduce the noise which needs to be looked at again and implemented. The Liaison Meeting will be set up including RBWM and Wokingham representatives and it was suggested this would be useful as an informative body once technical procedures are in place.  It was suggested to have a meeting on these complex problems, attendees involved would be Cllrs Jarvis, Westacott, Mrs Baker, Mrs Hunt, Pratt and Addiscott.  Ward Cllr Mrs Hunt offered copies of the IPC form report on hydroclaves to Councillors.
WHITE WALTHAM AIRFIELD:  The next meeting of WWAC will be at 7pm on
30 October 2007 to be attended by Cllr Westacott.
GRASSLANDS  - items such as the island on the Henley Road, road markings and road works:  Cllr Addiscott has requested access to the original public hearing documentation and for a meeting to be arranged with relevant officers.  Cllr Etherington has asked to be involved.  It was noted that there was to have been a gravel trap at the end of Honey Lane in case of overshooting the corner, which has not been implemented.
New Access on Burchetts Green Road:  was discussed and noted that the work had been implemented before submission of a planning application.  The owners have advised that there will be a retrospective application, with an outline including a multi-purpose barn, farm yard and accommodation.  The new access has been constructed (and there are now stone blocks on the side of the road which should be moved) on an area which may be Highways land or belong to Mr Lillywhite.  It was suggested to check with the RBWM on ownership; they may need to contact Land Registry.
It was noted by Cllr Burfitt that the land is within an area of Outstanding Landscape of Importance and that the diggers etc parked on the land should be noted and details sent to RBWM and Cllr Etherington   It was further noted that application for a small holding would call for three years of accounts. 
Burchetts Green Road:  re common land.   Hurley Parish Council have an ongoing interest to protect the Common Land in the Parish. Previous changes range from land being covered in tarmac to trees planted inappropriately.  Burchetts Green Village Association did not object to the changes on the common land outside Woodlands Cottage.  It was suggested that the treatment of the area be left to the good sense of the owner and giving the grass a more rustic cut where it would grow over the setts would  prevent a garden lawned effect and promote it as common land
Hurley House:  Plans on fences in the planning application: The Clerk reported that RBWM had contacted the architects to change the plans to show 2m height.
The Old Boathouse: It was confirmed by RBWM that planning permission is required for fences over 2m high adjacent to highways (including footpaths) or over 1m high where the highway is used by vehicular traffic. The Clerk contacted RBWM and pointed out again, that the Old Boathouse fences higher than 2m require planning permission. 
It was noted that the fence that is along the river now, has a footpath between it and the river. The owner of land where a footpath crosses is responsible for the maintenance of that footpath and separating it by fencing does not relieve that responsibility.  It was suggested this be pointed out to RBWM and the owner of the Old Boathouse.
Fiennes Farm Cottage: Cllr Westacott assured the Council that he had given notice to the Construction Company of the enforcement order and that arrangements for their departure had been agreed by the Enforcement Officer.  Cllr Westacott then left the meeting for the duration of the discussion by the Parish Council on points raised which were deemed irrelevant whereupon Cllr Westacott returned to the meeting.

Next meeting:  on 19.9.07 in the Council Chamber, Town Hall Maidenhead, will include;
07/01798/FULL BCA - HPC Supported.  Residents may ring by 4.45pm Friday prior to the Meeting to speak on the application.  It was AGREED that no Councillor would attend.

6   07115  MINUTES OF PREVIOUS COUNCIL MEETING
The minutes of the meeting held on 23 August 2007 were accepted as a correct record subject to a number of minor textural alterations

7 07116  MATTERS ARISING FROM THE MINUTES  not covered by Agenda items.
Local Council Review: 
Cllr Hill reported it was considered that there would be more areas required to be covered and work to be done in the future
Fence: adjacent to the Football Pitch damaged by the fallen tree.  The Clerk contacted the MDHA to request  the fence to be repaired.
Affordable Housing:  suggested to be built on the grassed area of the Knowl Hill play area.  The Local Development Framework may re-designate this as development land.  The Clerk contacted Ms A Kersley for this to be checked.
Choseley Road:  rubbish in the Chalk pit and bad parking.  Cllr Harrington to complete a letter forwarded to the Clerk, to be sent to the remaining 25 non-MDHA residents by Cllr Pratt.
Parking:  The Clerk reported a PCSO will be assigned to check bad parking in Choseley Road and the roads in the estate.  PC De Haan has additional suggestions.

9    07118  PARISH PLAY AREAS:  Knowl Hill and Hurley
The Play Areas of Knowl Hill and Hurley were checked monthly by the Clerk.
Lightmain - will be installing the play equipment at Knowl Hill to be completed by the end of the week.
The feedback from the children of the Estate was very positive.  The Maidenhead Advertiser has been contacted by the Clerk leaving Cllr Mrs Bakers telephone number as a contact.
Fence at Hurley Play Area:  It has been reported earlier that the fences around the play area require attention.  This land belongs to RBWM and the fences appear to be the Parish Councils responsibility.  The entrance from the Henley road is very steep and the gate requires attention.  The Clerk suggested seeking funding for this project.  Two organisations were suggested by Ward Cllr Mrs Hunt as funding sources: the Awards for All and Youth Opportunities for 13-19 year olds.  Disabled access was discussed and this should be planned for. 

10  07119  FINANCE REPORT   It was proposed by Cllr Sparrow, seconded by Cllr Addiscott then RESOLVED (Unan) to AUTHORISE and APPROVE the Finance Statement.
The monthly report can be viewed at meetings and be available for inspection on request.
   

10.1  Section 106 -  awaiting funds of £2,500 for Hurley Play area  and £10,065.00 for the play equipment for Knowl Hill, Choseley Road play area.
10.2  Authorisation of Expenditure:
It was AGREED, proposed by Cllr Addiscott and seconded by Cllr Sparrow then RESOLVED (Unan) to authorise payment for the Elections, of £929.26.
It was AGREED, proposed by Cllr Hill and seconded by Cllr Baker then RESOLVED (Unan) to authorise payment for the Internal Audit, of £30.00.
It was AGREED, proposed by Cllr Mrs Baker and seconded by Cllr Mrs McLaren then RESOLVED (Unan) to authorise payment for the Insurance of the new Play Equipment of £103.00.
Cllr Hill requested additional funding to £188.03 to attend the NALC meeting.  It was AGREED, proposed by Cllr Burfitt and seconded by Cllr Mrs Baker then RESOLVED (Unan) to authorise payment.

CORRESPONDENCE  Items received, not covered elsewhere
11.1  Three Valleys Water stakeholders discussion forum 1.10.07 and 3.10.07.  It was AGREED not to propose a representative.
LATE POST
11.2 SE Plan Regional Spatial Strategy  - Planning.  CD copy report and on website .  Copy for review to Cllr Mrs McLaren.

07121  HIGHWAYS FOOTPATHS AND COMMON LAND
12.1  Flooding The Clerk contacted the RBWM suggesting a borough wide check of surface water drainage and gullies requiring a comprehensive view. A4 Gullies:  The Clerk arranged a meeting for Cllrs Westacott and Jarvis by email, with Gideon Smith to check out the debris causing water drainage problems.  Cllr Mrs Hunt sent photographic evidence to RBWM.
12.2 A4 Signage roadworks for the 40mph speed limit:  The Clerk contacted RBWM and the funding for the signage is been checked.  However, it was pointed out that the gravel is being spread and work being carried out.
12.3  Bisham Brook culvert:  The pipe being used has been checked by Cllr Addiscott and is 2.5 times larger than the original
12.3  Parking in Hurley: The Clerk sent an email to the Councillors as the police had stated that the cones must not be used to control parking.  To use the cones a Temporary Order must be sought through Sue Nichols of RBWM.  A meeting of Councillors, and Mr Ramsay of the HVA to be held.   It was reported that although the cones work there had been some areas where through traffic still had problems and some parking had moved to adjacent roads.  Notes put out on cars requesting better parking were causing problems for the Police.
12.4  Ramblers Association:  Mrs M Bowdery had been in contact re the duplication of items in the Section 106 'wish list' to which Cllr Addiscott had replied.  The Clerk stated that this was in the Section 106 Report and there were several duplications to be listed and reported.

13  07122   STANDING ORDERS - It was proposed by Cllr Addiscott and seconded by Cllr Mrs McLaren then RESOLVED (7 in favour, 1 abstention) to accept the Model Standing Orders.  It was AGREED inserts for the blank inserts be proposed by Cllr Burfitt.   

14  07123  URGENT ITEMS FOR DECISION/COUNCILLORS ITEMS OF INTEREST
Parish Clerks Contract:
  to be deferred and discussed in September, or asap.
Stile:  The stile on Fp 25 deliberately uprooted was reported by the Clerk to the Forestry Commission cc RBWM.  It was reported that it has been put back in place by residents.
Rose Lane:  resurfacing works as advised by RBWM should have been started but have not yet commenced although this had been agreed to.  It was noted that the works were to be full resurfacing in tarmac not a surface dressing.  Cllr Mrs Hunt reported monitoring these road works. 
Copper Beech felled in Hurley Village:  An email from RBWM to the Clerk was read out by Cllr Burfitt on the details of the felling of the tree.  It was recommended that when a large mature tree in a conservation area is to be felled without tree works permission that notice should be sent to the Parish Council by, eg a copy of the letter of permission that is given to the resident requesting the work as an emergency action.  After discussion it was AGREED that any work concerning stump grinders and chain saws used by contractors on a Sunday as in this case, must be discourage but where inevitable for safety sake, should be notified to the Parish Council by email or by a copy of the permission from the Agricultural Department.
Councillors contact details:  The Clerk to send a copy to Ward Cllr Etherington.
Meetings of the Parish Council:  The date of January 10 to be changed to January 24.  Email sent from the Clerk with dates and venues which have now been confirmed.
