HURLEY PARISH COUNCIL


Held at Gilchrist Thomas Village Hall, Littlewick Green on Thursday 14th January 2010 at 7.30pm.

PRESENT: Cllr Steve Harrington (Chairman),
Cllrs: John Addiscott, Sandra Baker, David Burfitt, Kim McLaren, Tom Pratt and Chris Westacott.

ALSO PRESENT: Cllr Maureen Hunt (RBWM), Mrs Janet Wheeler (Clerk) and two members of the public.

APOLOGIES FOR ABSENCE: Apologies were received from Cllrs Geoff Hill, David Jarvis and Harry Sparrow.

002/10 DECLARATIONS OF INTEREST: Cllr Mclaren declared a prejudicial interest in Pln Appns 09/02696 and 09/02697. Cllr Westacott declared a personal interest in Pln Appn 09/02705. The Chairman adjourned the meeting to allow residents to speak.

OPEN FORUM: Mr John Iles spoke about the corner of Mill Lane in Hurley near the Millennium Stone. Lorries reverse down Mill Lane and cross over the Green leaving the kerb stones in need of repair. Mr Iles suggested that the Parish Council should approach RBWM and ask them to change the radius of the corner so that the kerb stones are not further damaged. It was confirmed that RBWM do not own this land. It was agreed that a revised corner would be drawn up for discussion with Hurley Village Association as a first step. Mr Mark Richards, the owner of Nags Head Cottage, had brought some large scale plans to the meeting. Mr Iles made a comment about item 008/10 and asked why the description was about the publicity rather than how the parking in Hurley would be solved. The Chairman reassured Mr Iles that this would be covered in the Public Meeting and this item was purely to agree how best to get people to attend.
The Chairman re-convened the meeting.

008/10 PUBLICITY FOR HURLEY PARKING MEETING ON 08/02/10: The Clerk had produced a simple poster to publicise this meeting. Mr Neil Walter from RBWM was due to give a presentation on the options open to the residents of Hurley. It was AGREED that we would need to do a leaflet drop to Hurley residents in addition to putting posters on the parish noticeboards. The Clerk would organise delivery of A5 flyers to the Councillors in order for distribution in good time for this meeting. Councillors J. Addiscott, S. Baker, S. Harrington, D. Burfitt and the Clerk would all deliver. John Iles also volunteered to deliver.

004/10  BOROUGH COUNCILLOR'S REPORT: Cllr Hunt spoke of a meeting to come on the 21st January where she and Cllr Claire Stretton would attend along with the Environment Agency and people from Grundon. Amongst the items that would be discussed would be the proposed footpath, road markings and future planning applications. Cllr Hunt also spoke of speeding cameras due to be erected on the Henley Road. Knowl Hill School had applied for finger signs to indicate where their school was on the A4. There followed a general discussion on the problems of gypsies entering fields, putting down hard standing and applying for retrospective planning permission. A new By-law, proposed by Cllr Hunt, would make it an offence for the utilities to lay services in a plot without planning permission.

005/10 CLERK'S REPORT:
Hurley Play Area - Repairs on the zip wire now complete. Dog grid needs to be made more secure to stop dogs continuing to enter. Clerk has some prices for gates and the installation costs. Kevin Mist thinks the vandalised bin is ours - Steve Anderson to confirm.
Honey Lane/Prospect Park Traffic Calming - Email from S. Brown - more news to come.
Honey Lane - Drainage issues, gravel and hedges - Email from S. Brown to state that new trenches will be cut across the verge section near the Dew Drop. Streetcare will be pressing SE Water to sort out the drainage next time they come. Salt bin to be moved. Cllr Burfitt felt that the drainage problem in Honey Lane should be opposite the second entrance to the Crescent of houses.
Appeal - Warreners Stable Block 07/03190 - No news from Tony Carr in Highways is to look at the possible notice for this entrance. Clerk to chase.
Hurley Bus Service - No news.
Grundons - As Borough Cllr's report.
Car park at Bainhurst Cottages, Littlewick Green -Telephone conversation - it would seem that RBWM are now happy with the billing and will do the work. May not take priority now due to the state of the roads after the snow.
Playbuilder Project - Choseley Road Site - Site visit to take place - project due to start in December and finished mid January. Delayed due to severe snow and ice.
Japanese Knotweed, Choseley Road Site - Situation needs to be carefully monitored.
Parking in Hurley High Street - As per item 008/10
Adopt a telephone box - New email indicates that Parish Council may not have to pay for power therefore no need for MPAN numbers. Contract should be signed at next meeting - Clerk to check and confirm.
Annual Parish Meeting - Ideas to come.
A4 road markings - Site meeting to be arranged for Cllr Jarvis. Clerk to chase with Phil Jacob.

006/10  APPROVAL OF MINUTES: The Minutes of the Council Meeting held on 17 December 2010 were circulated and approved with no amendments. On the proposition of Cllr Addiscott, seconded by Cllr Harrington, it was AGREED to accept these Minutes. Cllr Baker was congratulated on these Minutes in the Clerk's absence.

007/10 FINANCE: The Financial Report from the December meeting was discussed and approved. The revised Financial Report as at 13/01/2010 was presented to the Council along with Payments, Transfers and Bank Reconciliation Statements. On the proposal of Cllr Addiscott, seconded by Cllr Harrington, it was AGREED to approve and sign this Financial Report, the cheques and bank transfer.

008/10 PUBLICITY FOR PARKING IN HURLEY HIGH STREET MEETING: Item discussed earlier in the evening.

009/10 AREAS FOR EMERGENCY SUPPLIES OF GRIT, SANDBAGS OR OTHER GOODS FOR PUBLIC USE:The Town Hall had offered all Parish Councils up to five tons of grit for public use throughout the Parish. The Chairman had organised a ton outside Knowl Hill and another at Bottle Lane, Littlewick Green. For future emergencies it was AGREED that the following locations would have space to store supplies of goods: Hurley Village Hall and Knowl Hill Village Hall. Littlewick Green was catered for by White Waltham Parish Council. Cllr Westacott said that he was very disappointed with the attitude from RBWM in relation to coping with the recent bad weather. He had equipment which could have assisted with their snow-clearing efforts but was told that the risk of prosecution made this form of self-help impossible to allow. He felt that RBWM should have a database of people able to help in their locality on these occasions. It was AGREED that Cllr Westacott would draft a letter to the Town Hall.

010/10 PRIORITY OF LOCAL FLOOD ISSUES INCLUDING SURFACE RUN-OFF: Cllr Burfitt had been attending meetings to discuss the problems of flooding and flash-flooding throughout the Thames Valley. A request had been made for a list of perceived flood problems throughout the parish and to prioritise their importance including a list of houses most affected. Councillors were asked to email Cllr Burfitt with their flooding issues.

011/10 REPORT FROM RECENT MEETING OF RURAL FORUM AND LOCAL ACCESS FORUM: Cllr Westacott had attended both meetings. He felt that the Rural Forum had lost its way by discussing topics such as Rural Housing and Primary Health Care Trust. Country people wanted a closer working relationship with RBWM on countryside matters. The next meeting was in June. By contrast, the Local Access Forum was more lively with many people attending to protect their various vested interests. The Millennium Footpath was discussed - this starts in Hurley and finishes in Maidenhead. Access issues remain in the Cookham area of the path. There are currently two applications for new footpaths - one in Littlewick Green and near Windsor. The decision will be made in the Borough's legal department.

DATES OF FUTURE COUNCIL MEETINGS: There is a need for the meeting dates to be reviewed and to ensure that Hurley Parish Council meets approximately two weeks before the Maidenhead Development Committee. It was AGREED that the Clerk would look at the dates of future meetings to confirm whether a revision of dates for the rest of the year is needed.

013/10 LATE CORRESPONDENCECllr Addiscott had received some advice from Mr Clifford Joseph. The Construction Act gave the Parish Council the right to make individuals honorary freemen of the Parish in return for past services. A Special Meeting would be needed in order for Councillors to nominate possible candidates for this honour. It was AGREED to include this on the agenda of the February meeting.
"E-Planning Training event" - Cllrs Harrington confirmed that paper plans would now continue until June. Many Councils will project plans on to a screen using a projector and laptop. Site visits had not been considered by the Town Hall at all and Old Windsor stated that they had been using the electronic method of viewing plans for some time and do not even open the envelopes of the printed plans. It was AGREED that it would be helpful to invite Mr Paul Blisset from RBWM to a meeting at Hurley in order for him to help Councillors understand the "e" planning ideal. It was suggested that it may be good to invite him to attend the Parish Assembly.
