HURLEY PARISH COUNCIL
MINUTES of the Parish Council Meeting held from 7.30pm on Thursday 24 January 2008, at Knowl Hill Village Hall. 1 APOLOGIES FOR ABSENCE from Cllrs Mrs Kim McLaren and Chris Westacott. 2 08001 OPEN FORUM Mr McGirr of Beaumont referring to planning application 07/03323 described the changes to the previous application. The total additional floor space would be 28 sq.m. but this does not increase the footprint as this includes replacing the garages area.
Bisham Brook culvert works: Ward Cllr Mrs Hunt expressed concerns on Shepherds Lane traffic flow and reported she had arranged a further technical meeting. It was noted that if the works are delayed they could encroach into the Easter period and cause undue disruption..
Grundons: Ward Cllr Mrs Hunt reported that the HSA have been to Grundons and three improvements have been put in to satisfy their requirements. The Stop line at the site entrance, which used to be set back from the junction with Star Lane, has now been moved forward; since this change two traffic incidents have been reported.

Received 3-01-08. It was considered to be an improvement on the last application. It was proposed by Cllr Addiscott and seconded by Cllr Jarvis then RESOLVED (7 in favour, 1 abstention), to SUPPORT the application.
07/03336 Woodpecker Cottage Warren Row Reading RG10 8QS - single storey extension to front/side and single storey and two storey to front and side. Received 3-01-08. It was considered that there was no impact on neighbours as they are situated on the side furthest away from the proposed two storey extension. It was proposed by Cllr Burfitt and seconded by Cllr Mrs Baker then RESOLVED (7 in favour, 1 abstention), to SUPPORT the Application.
07/03359 Malt House Cottage High Street Hurley Maidenhead SL6 5LT - Conservation Area Consent for part demolition of front wall (unlisted). Received 8-01-08. Due to the problems caused by the parking in the High Street opposite the property, this change would improve the vehicular access to the property. It was proposed by Cllr Burfitt and seconded by Cllr Sparrow then RESOLVED (7 in favour, 1 abstention), to SUPPORT the Application.
08/00042 Bowsey Hill House Hatch Gate Lane Cockpole Green Reading RG10 8QJ - erection of a 4-bay timber garage. Received 8-01-08. This is a replacement of the existing garages with a new structure. It was proposed by Cllr Hill and seconded by Cllr Burfitt then RESOLVED (7 in favour, 1 abstention), to SUPPORT the Application.
Tree Works
07/03265 Little Orchard Coronation Road Littlewick Green Maidenhead SL6 3RA - to fell a Conifer. This site was not viewed due to the applicant being absent. It was AGREED to defer the application to the Tree Officer. Certificate of Lawful Proposed Developments
07/03253 Willows End Cottage Bottle Lane Littlewick Green Maidenhead SL6 3RY - to determine whether the detached outbuilding in the rear garden is lawful. Sent to notify the Parish Council only, as it is determined on the basis of the legal issues involved. It was AGREED to defer this application to the Legal Department.
08/00062 Land West of Braebank Warren Row Road Wargrave Reading - for erection of a timber field gate. Sent to notify the Parish Council only, as it is determined on the basis of the legal issues. Cllr Burfitt was concerned that if a new access from the field is allowed it would also allow infill housing development and any gap in the hedge should be replanted. It was proposed by Cllr Burfitt and seconded by Cllr Pratt then RESOLVED (7 in favour, 1 abstention), to defer this to the Legal Department but to advise of the concerns expressed by Cllr Burfitt. 07/02712 Land Adjoining Dodsley Copse Burchetts Green Road Maidenhead - formation of vehicular access (Retrospective). 1-11-07 HPC Objected. REFUSED Reasons 4; T5, N1 6 7. It was noted that the ditch has been re cut but the hedge has not yet been replanted and as this is the best time of year for replanting, it was AGREED that the Clerk should contact Enforcement to prevent loosing this growing season. It should also be mentioned that the gates have not yet been replaced with a fence.

Certificate of Lawfulness - Proposed Development
07/03025 Orchard Springs Star Lane Knowl Hill Reading RG10 9XY - proposed detached annex. 29-11-07 HPC Deferred to Legal Dept. LAWFUL. Cllr Pratt reported that a mobile home had been erected on foundations instead of the garage. Cllr Mrs Hunt stated that this may be too near the road. It seems to be three times the size of the old garage and may require planning permission.
Cllr Sparrow expressed general concerns that the Certificate of Lawfulness now seems to be being used to circumvent the planning application/permission process. HPC should check these more thoroughly in the future and send comments where applicable to RBWM Planning Department.
It was AGREED that Cllr Baker should request that an item on The Certificate of Lawfulness being submitted instead of Planning Applications be put on the Agenda of the Parish Conference held on 28.2.08.
It was proposed by Cllr Sparrow seconded by Cllr Pratt (Unan) to write to Mr David Lunn, Chief Executive RBWM, on the issue of the Certificate of Lawfulness, a draft by Cllr Sparrow will be provided to the Clerk. (please note that (from March the new Chief Executive will be Mr Ian Trenholm)
Tree Works
070702810 Huntswood Farmhouse Mill Lane Hurley Maidenhead SL6 5ND - notification to reduce by 1/3 from house on one Pine, reduce crown by 1/3 and remove 2nd small suckers from base on two sycamores, fell one Yew and one Portuguese Laurel, deadwood crown on one Scots Pine and fell one Scots Pine. Received 2-11-07. Cllr Sparrow reviewed. 29-11-07 HPC Supported the application provided that the Tree Officer agreed that reducing the pine in the front of the house by one third would still keep the tree viable, as it is a feature tree in the Village. NO OBJECTION Informatives 5. The proposal was reworded by agreement with the applicant(Email from Tree Officer produced). It was proposed by Cllr Jarvis, seconded by Cllr Sparrow then RESOLVED (7 in favour, 1 abstention) that a request be forwarded suggesting that a TPO should be attached to this tree.
Appeal
07/01229 2 Choseley Cottages Lutmans Haven Knowl Hill Reading RG10 9YP - single storey front extension. May07 HPC Supported. July07 REFUSED. 24-01-08 Appeal DISMISSED inappropriate development.
Section 106 from Community Services Directorate - details on 1 The Gables Shurlock Row. It was noted that the obligation has been completed, including an amount of £1444.00 to the Magnet Leisure Centre. It was noted that this property is outwith the Parish boundaries and concern expressed as to why we were copied with this information.
ITEMS ON PLANNING RAISED BY COUNCILLORS
Common Land Honey Lane. Insurance is being processed with RAP Ltd as the details lost in the post. RAP have covered the transferred land and a copy of the map had been sent by the Clerk but the approximate area of the land is required. Cllr Addiscott offered to work out the area from a copy of the map for the completion of the insurance. Cllr Hill said there is no definition of width of a verge. Although HPC is awaiting the Land Registry transfer deeds from Messrs C Joseph, Cllr Addiscott stated the land is now owned by HPC. Dell Cottages Cllr Addiscott had observed that the breakdown vehicle from No 2 is being parked on and causing damage to the grass verge to Honey Lane now owned by BGVA who have been informed.
East Arms It was reported that the gates are still in place and that RBWM should be contacted on (a) the need to enforce the removal of the gates and (b) to enforce the maintenance obligations on the planted area on the side of the Henley Road.
GRUNDONS AND LIAISON GROUP.
A letter was received from C Travis, EA re Application to Vary Permit was read out. The Contact number for their Complaints procedure had been added to the letter by the Clerk. The variation had been emailed to Councillors by the Clerk before the meeting. A letter was received from J Dray Wokingham BC, EP&H in response to HPC letter sent December 2007. Cllr Burfitt commented on the variation that Grundons is allowed to store 30 tonnes in containers and want to extend the concrete area to store 100 tonnes, which was agreed with EA, but not put in writing. This has been put in the variation. Cllr Burfitt had concerns on several points from the document including: (i) Roll on roll off: are they covered or open topped, when they would be open to the rain, etc. If they re not sealed, they would leak out. (ii) 100 tonnes stored up to three days maximum. (iii) To be refrigerated in hot weather but this would be turned off at night. (iv) How many additional lorry movements this would extra work entail (v) Wheeley Bins used will leak. (vi) There is no facility to handle the discharge from the storm drains considering the weather with more and more heavy rain expected. (vii) Clinical waste is to the inspected but will this happen? (viii) 100 tonnes: there is a requirement for this to be monitored. Cllr Jarvis suggested that two or three Councillors go through this document. Cllr Hill suggested that the EA should carry out the monitoring that is necessary. Cllr Addiscott commented that from the document this will happen but who will check that it has been done. The Clerk to check if there is a reply response date. It was proposed that Cllr Mrs Baker, Cllrs Harrington and Pratt will check the document and prepare a response on behalf of the PC, the draft for the Clerk to send on.
A site visit by interested Parish councillors and Ward Cllr Mrs Hunt will be held on 1.February, 2008. Mrs Theresa May, constituency MP will join the site visit.
WHITE WALTHAM AIRFIELD
Cllr Harrington will liaise with Cllr Westacott on attendance at the next meeting.
GRASSLANDS
Cllr Burfitt reported that the lights on the side of the building seemed to be brighter again but there have been no complaints from residents.
APPEAL
The Boathouse, Hurley - appeal against refusal of permission for the boundary wall and garage has been refused, the decision paperwork would be available at the next meeting.

No Progress Report was available as matters are covered elsewhere. Cllr Jarvis requested that the Progress Report be reinstated to keep track of on-going matters
6 08004 MINUTES OF PREVIOUS COUNCIL MEETING
The Minutes of the December meeting were accepted as a correct record, subject to minor textural alterations. There was a difference of opinion relating to wording on Dumbledore and it was proposed by Cllr Burfitt and seconded by Cllr Jarvis then RESOLVED (unan) that in future wording for all formal proposals would be dictated by the proposer and read out by the Clerk before the Council take a vote. The Clerk suggested these be entered directly on to the laptop into the Minutes template. 7 08005 MATTERS ARISING FROM THE MINUTES NOT COVERED BY AGENDA ITEMS.
07165 Wooden Bench: Cllr Jarvis suggested this item to be put on the Progress Report.
07166 Salmon Leap Plaques at Hurley Lock: Cllr Burfitt reported the Thames Salmon Trust is no longer in existence and suggested contacting the family of the person named on the plaque " in memorium" with a view to replacing a missing plaque. Cllr Addiscott suggested moving the remaining plaque to the front of the block and that this item should be put on the Progress Report.
07166 Refurbishing the War Memorial at Knowl Hill: Cllr Mrs Baker has been in contact with Mrs Robinson of …… and that the application for funding has to be in by April. This item should be put on the Progress Report. Training: It was noted that the previously proposed training course had been fully booked. Cllr Harrington requested that he and Cllr Westacott to be put on the waiting list if the course is repeated.

8 08006 THE MERITS OF FACILITATING THE FORMATION OF A NEIGHBOURHOOD ACTION GROUP.
Cllr Baker explained that this is different to the Neighbourhood Watch with details on the website. There is a Neighbourhood Watch in Littlewick Green and Knowl Hill,.where people are on the ringmaster system. Cookham have a drop-in centre. Cllr Baker asked if Hurley Parish have a community need. It was AGREED to defer this to a future time.
9 08007 PARISH PLAY AREAS: Knowl Hill and Hurley
The Play Areas at Knowl Hill and Hurley (including the trees) were checked monthly by the Clerk. Insurance of trees: Cllr Addiscott requested details from the Clerk.
Hurley Fences: A quotation for replacing fences by Lightmain had been obtained and checked previously. The latest quotation from the contractor suggested by MDHA, if accepted, would be met by MDHA with HPC contributing 50% and, therefore, would be far less expensive than the Lightmain quotation. The quotation was presented to the Council for 85m of fencing at £3842.13 plus VAT. The fencing runs from the Henley Road boundary to the rear of No 61 Shepherds Close with gaps left for the tractor and pedestrian accesses. It was proposed by Cllr Addiscott seconded by Cllr Sparrow then RESOLVED (Unan) that we accept the offer from MDHA to share the cost 50:50.
Hurley Gates: A quotation has been received from Croft Fencing (the term contractor used by MDHA) for a pair of chain link gates size 1.5 x 3mfrom the play area onto the Henley Road at £654.04 . It was proposed by Cllr Addiscott and seconded by Cllr Sparrow then RESOLVED (Unan) that the Council accept Croft Fencing quotation in the sum of £654.04 plus VAT .
The question of the fencing and gates as items in the Budget was raised and the £2000 contingency can be used as the fencing needs to be replaced.

11 08009 CORRESPONDENCE Items received, not covered elsewhere.
11.1 RBWM Darren Firth, on a Flood Warden Meeting in Windsor on 16-01-08 at 1800hrs, the Clerk emailed details to Councillors. Cllr Burfitt attended but the presentation by the EA had to be cancelled as the representative was tied up on flood problems. Cllr Burfitt reported that there is to be an update to the Flood Relief Plan in March and April. A Community Flood Plan is to be produced and a template will be offered to each Parish to produce their own plan. It was suggested this should be the subject of a meeting be held with members of the HVA and Councillors. The Flood heights and overlays should show what happens at different river heights and surges can produce more flooding. Instead of supplying sandbags to the villages, these will be provided where needed to multiple properties. Cllr Hill noted that other Councils are driving in posts to put planks up instead of using sandbags. The EA provided new Flooding Notice boards nationally recognised and these are to be mounted on walls. Cllr Burfitt requested a second board for Hurley Village. There is a lack of lock keepers with members of the public opening locks using electric controls on half the locks. This may become a problem when the river floods. Cllr Burfitt suggested the Parish Council could express concern and comment on this problem at the appropriate time.
11.2 Wildlife Trust Conservation Award 2008 by BBOWT every 2 years for the best conservation/environmental projects in Berkshire.
11.3 Biddles hold the contents of the Five Villages of Hurley book on film and as they are now entirely digital, they suggest the film should be held by Hurley Parish. A reply is required by 3 March 2008 or the film will be destroyed. It was AGREED that Biddles should be requested to return of the film for storage by the Parish.
12 08010 HIGHWAYS FOOTPATHS AND COMMON LAND Copy of details provided on the Commission for Rural Communities Participation Inquiry Launch Event on 31 January 2008, London - Free to Attend. Cllr Hill expressed an interest in attending but no agreement was reached.
13 08011 URGENT ITEMS FOR DECISION/COUNCILLORS ITEMS OF INTEREST
The Crown, Burchetts Green: Cllr Jarvis commented that The Crown seems to be in liquidation. Cllr Harington will bring this to the attention of the BGVA.
Flooding Burchetts Green Lane: Cllr Jarvis proposed, Cllr Baker seconded and it was then RESOLVED (Unan) to write to the Highways Dept expressing our concern at the recent flooding of the Burchetts Green Lane at the Junction of the A4 Bath Road and request that they take action to prevent this happening again
